Memorandum
To: Interim Chief Terry Jones
From: Crime Analyst Lori Frank
Subject: Homeless/Transient Calls May 4, 2017 – May 17, 2017
Date: May 18, 2017
The below information depicts police contact activity with the homeless/transient population from the two week
period of 5/4/17 – 5/17/17. The data comes directly from the CAD system and is reliant upon the words homeless
or transient noted in the call, or as a TRAN (Transient Contact) call type.
During this period, officers handled 148 transient/homeless related incidents. This translates to an average of 11
calls per day. This number is likely under-represented as there are many other incidents not classified as TRAN, or
have the specific words homeless or transient noted in the call.
Of the 148 calls, the most common types were:
• Welfare Check
• Assist Other Agency
• Disturbance
• Person Down
• Trespassing
The following highlighted call descriptions are representative of the incidents occurring during this time period:
Arson – 1133 Riverside Av.
A dumpster underneath the awning of the occupied building was set on fire. Based on a detailed description of the
suspect, officers from District One are able to identify a known female transient as the suspect. The suspect is
contacted nearby and admits to accidentally lighting the dumpster on fire. The suspect is arrested for Second
Degree Arson.
Second Degree Assault – S. Lemay Av./E. Mulberry St.
A victim is found on the river bank near this location with extensive injuries to his face. Two transient males claim
they found the victim that way, but did not assault him. An independent witness identifies one of the two transient
males as the person who was beating the victim with a stick. The suspect is arrested for Second Degree Assault and
the victim’s wallet wass found in his possession.
