HomeMy WebLinkAboutMinutes - Mail Packet - 5/23/2017 - Colorado State University Stadium Advisory Group (Sag) Meeting Minutes From April 17, 2017Jennifer Lobermeier | Administrative Support for Stadium Advisory Group | 970-491-2359 | Jennifer.Lobermeier@colostate.edu Stadium Advisory Group April 17, 2017 5:30 p.m. – 7:30 p.m. Lory Student Center, Room 378 Minutes:  Meeting called to order  Public Comment – No public comment  Good Neighbor Fund Proposal Presentations o A presentation was provided by Cynthia Eichler, President of Visit Fort Collins in submission with their Good Neighbor Fund Proposal - Rambassadors. An informational presentation was from Andrew Victoria of Tadpole Pedicabs as they had not submitted a Good Neighbor Fund Proposal. SAG members will provide consideration to submitted Good Neighbor Fund Proposals. Deadline to submit proposals is April 30, 2017.  Construction updates were provided by Fred Haberecht, CSU Assistant Director of Facilities Management and Campus Planner o CSU project updates included the Shields and Elizabeth Underpass lane closures until August due to the new gas line installation from Prospect to Mulberry. East side of the street sidewalk to open by May 12 (CSU Commencement). Pitkin Street from Sir Newton’s Corner will have lane closures until the end of June due to railroad tracks milling & overlay. The New Health & Medical Center construction is on schedule; opens June 19. Road closure from University Ave west of Amy Van Dyken Way to Computer Science for Warner College Addition May 15 until Fall 2018. Shields & Prospect intersection is open o City of Fort Collins road construction updates included noting a full intersection closure at the end of April for College & Prospect with intermittent lane closures along Prospect & College Ave. until end of July. Prospect Rd. repaving between College & Shields will cause single lane closures in April and July. Lake St. milling and overlay will create road closure in phased from College Ave. to Shields May 22 to end of July. o Heritage Garden Final Design presentation – Fred Haberecht  Heritage and improved arboretum to showcase time and regions of Colorado agriculture. Regions include ARDEC, Eastern Colorado, Arkansas Valley, San Louis Valley, Southwest Colorado, Western Colorado where our experiment stations are located. Teaching elements and improved lighting, trails, and signage to also be installed. Anticipated July/August completion  Stadium update – Dan Loosbrock, Director, Senior Project Manager ICON Venue Group provided an update on the west side metal panel and glass installation, curb and gutter work, landscape and plantscape preparations, seating, and scoreboard installation. Lighting positioning will happen at the end of May at night. Each candle (light) will be tested and adjusted. Sound system will be tested individually and collectively throughout the next 8 weeks, with final testing will be at the end of May. Testing will be during the day, focused into the bowl to mitigate exterior sound. Safety testing will commence at end of project by Poudre Valley Fire Authority. Construction is on-time for the June 9 substantial completion date.  RP3 Status – Seth Lorson, City of Fort Collins Transit Planner – RP3 discussed the 10 existing RP3 zones surrounding CSU. The neighborhood occupants participated in votes on parking restrictions and allocations within their neighborhoods. Neighborhoods included within the existing RP3 program can vote if they would like to participate in game-day parking programs. May 18, 2017 TO: Mayor & City Council FROM: Darin Atteberry FYI /sek Jennifer Lobermeier | Administrative Support for Stadium Advisory Group | 970-491-2359 | Jennifer.Lobermeier@colostate.edu o Weekday parking restrictions in RP3 neighborhoods include: Monday-Friday 8 am-6pm, 2 hour parking. Zone occupants can purchase 1-5 permits (guests and work permits) and commuter permits available for non-residents o Game Day parking restrictions which neighborhoods are voting on include: increased citation fee to $100, no 2-hour parking, no permitted parking within a 4 hours before a game, during game, or 4 hours after. Neighborhood occupants can purchase guest and work permits for use in their neighborhood for game days. Must purchase permits ahead of time as City parking office is not open on Saturdays. o Signage – additional signage on bottom of current signs will clarify parking on game days and include QR code to link to website for more information.  CDACC – CSU’s response to CDACC recommendations in 2014. All recommendations were considered by CSU and design team. Fred Haberecht and Dan Loosbrock addressed the four areas of recommendation from CDACC: o Lighting – LED lighting will be installed which also reduces energy by 40% o Noise – CSU committed to using state-of-the art distributed sound system. CSU is installing distributed sound system within the stadium design. Sound study was also completed and presented to SAG on March 21, 2016 o Parking/traffic – Ongoing discussion between City, neighborhoods, and CSU to mitigate parking and traffic issues. Collectively have worked through planning and resources available. Current vehicle traffic noise exceeds City of Fort Collins noise ordinance. Sound adjustments will be made as needed. o Design elements:  The stadium profile was lowered within relation to the water table height while accommodating the desired capacity.  Considered reconfiguring the south scoreboard to lower and widen the profile of the video wall. The scoreboard was widened at no additional cost. Space available to lower was 13 feet but it was decided to not lower to reduce the opportunity for people to tamper with the scoreboard and allowed for concession stands and restrooms below the scoreboard, which otherwise would have been removed due to height restrictions.  Final designs eliminated the “billboard-like” large rams head logo on south facing side of scoreboard. The original logo was to be created with a graphic film, designed to stand out. The modified design consists punched metal and more artistic. The 6ft ram head logo is designed to be illuminated and can be turn-off and on through programming. Stone and metal features were added to the design in response to CDACC recommendation.  Final designs maximize the amount of glass and stone accent on the outside of the stadium. This had been done and will be installed. Additional stone has been added to design than from original concept art in 2013 and 2014 which was presented to CDACC in 2014.  CSU has committed to utilizing the multi-purpose/public areas within the stadium as weddings and FORTitude 10K have already been booked for the stadium.  The Arboritum was preserved and enhanced with the Heritage Garden enhancement in efforts to maintain and enhance the walkway of native trees outside the stadium.  Game Day Open House on May 4, 6:00 p.m. – 8:00 p.m. at Bob Davis Hall  Meeting adjournment Next Meeting:  May 15, 5:30 p.m. – 6:30 p.m. Lory Student Center room 312
