Community Organics Recycling Project Provide an update to Council regarding the analysis of options for processing food scraps from
restaurants as well as food scraps and yard trimmings from residents of single-family homes.
Options being analyzed include composting and anaerobic digestion (a form of waste-to-
energy).

Sign Code Update Review potential amendments to the sign regulations related to electronic signs in an effort to
address aesthetic and safety impacts and anticipated change in the technology; address
constitutional amendments regarding signage; and, sign coverage restrictions on fuel station

New Downtown Hotel Parking Structure
(First Reading)
City Council adopted a resolution in 2015 instructing the City Manager to execute a
Construction and Purchase agreement to construct a parking structure in partnership with the
proposed Downtown Hotel project. This ordinance will approve as to form various documents
and authorize certain City officials to execute those documents in order to acquire the City’s
portion of the parking structure. There will also be a separate ordinance to appropriate budget
for the purchase and related financing costs.

2015 International Codes Adoption (First
Reading)
Consider local amendments to the 2015 International Codes, the International Building (IBC),
International Residential (IRC), International Mechanical (IMC), International Fuel Gas
(IFGC), and International Energy Conservation (IECC) codes. The 2015 edition will replace
the currently adopted 2012 edition.
• Neighborhood Livability and Social Health-1.5 Guide development compatible with
community expectations through appropriate planning, annexation, land use, historical
preservation and development review process.
Transfort Service on Sundays and Holidays Select an option for public transportation on Sundays and holidays (365 Service) and consider
adoption of an Ordinance appropriating funding from Associated Students of Colorado State
University for transit services in 2017-2018.
• Transportation - 6.2 Improve transit availability and grow ridership through extended
hours, improved headways, and Sunday service in appropriate activity centers.

staff report: Safe Place to Rest Provide a summary of the Safe Place to Rest model, a pilot program to provide additional
winter shelter space for the homeless population. This effort is a community based model
facilitated by the City of Fort Collins. Staff will provide a report overviewing the creation,
administration, and next steps for the program. Presenters: Holly LeMasurier and Jackson
Brockway.

CSU Game Day Operations Provide an update to Council on the planned management of transportation and parking related
to CSU games at the new on-campus stadium. Staff from both the City and CSU will provide
an overview of game day activities on campus, operational plans to get people to/from campus
utilizing all modes, and mitigation to protect nearby neighborhoods from parking impacts.
• Neighborhood Livability and Social Health-1.6 Improve neighborhood parking and
traffic issues.
Time of Use Electric Rates-Next Steps Outline the potential benefits of a Time of Use residential electric rate structure and get
direction from Council on whether staff should move forward with an implementation and
community outreach plan for adoption of such a rate in 2018.

Fort Collins and Organized Energy Markets
Provide an update to Council on the potential of Platte River Power Authority (Platte River)
entering an organized energy market. Platte River is actively participating with a group of six
other regional utilities, the Mountain West Transmission Group, examining the benefits and
risks of forming an organized market in a region that would cover most of Colorado and
portions of Arizona, New Mexico, Wyoming, and South Dakota. This potential market would
include a common regional transmission tariff and market rules that would facilitate buying and
selling electricity across the region. Fort Collins staff will give a presentation on how a regional
market could work and the potential opportunities and challenges that an organized energy
market would provide for Fort Collins.

Overview of community data, response and support system to address homelessness through a
Housing First approach. Review of summer activities and plans for winter programs and
shelter.

City Plan Update Review input from the first City Plan phase exploring existing conditions and the community

compliance with City codes and regulations.
Community Behavioral Health-where do we go from here? Update and discuss with City Council information about the Larimer County Behavioral Health
Center Initiative, including where we are now, where we are headed, and how the City can work
with Larimer County on this issue.
• Laurie Stolen, Behavioral Health Project Director with Larimer County, will lead the
discussion along with City staff.
