RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, May 1, and the
following summarizes the discussions that began at 7:30 a.m.
May 2 Regular Meeting
At 5:00 p.m., a proclamation declaring May 2 as Hispanic Community Leadership Day will be presented by the
Mayor. A video will follow that contains interviews of the many Hispanic Leaders in Fort Collins.
Consent Agenda Item #10 amends the Intergovernmental Agreement (IGA) between the City of Fort Collins and
the Town of Windsor for the I-25/Highway 392 Interchange. The third page of the AIS states that the requested
zone change will generate significantly less revenue than the current zoning. In a Read-before memo, staff is
asked to state the impact of lower revenues; did the Economic Advisory Commission review this request?
As noted last week, the only discussion item on this agenda is the Appeal of the Planning and Zoning Board’s
approval of the Water’s Edge Project Development Plan.
The agenda will be amended to include adjournment to May 9 in order for Council to discuss the Town of
Wellington’s contribution to the Boxelder Basin Regional Stormwater Authority (BBRSA).
Six Month Calendar
Citizen Cheryl Distaso is requesting a Spanish language interpreter for the May 16 meeting, when the topic of
appropriating funds for sidewalks in the Alta Vista area will be discussed. In the agenda materials, staff is asked
to include the prioritization list that included this project.
As noted last week, it was suggested that the July 4 meeting be moved to Wednesday, July 5, rather than
Monday, July 3 because the majority of Council is available on July 5. Staff will be presenting a Code
amendment that would allow Council the authority to change the date of a Regular Meeting when the meeting
falls on a City-designated holiday.
Other Discussion Items
City Clerk Winkelmann stated that a meeting with the League of Women Voters is being held on May 4 to
discuss the April election turnout. The League is requesting information on the cost of elections for both April
and November.

Deputy City Manager Mihelich discussed:
1. Save the Poudre is considering an initiative that would prohibit efforts to deplete the river. Staff is
asked to provide a technical analysis on the impacts if such an initiative would pass.
2. He and staff met with citizen Dan Endries regarding his feedback on broadband.
City Manager Atteberry reported:
1. An email list of former elected officials has been created to inform and invite them to upcoming ground
breakings, openings, and large events.
2. Staff is reviewing the comments received by citizen Terry Usrey about sidewalk prioritization. Acquiring
the right-of-way (ROW) can be a challenge. When a new sidewalk is installed, who is responsible for the
maintenance and what is the process for notifying homeowners of this requirement? Staff is asked to
address the issues in a Service Area Request (SAR).
3. The Downtown Business Association (DBA) is reaching out to businesses to partner in their efforts in the
Give Real Change campaign, where visitors in downtown are asked to donate to those agencies that
help fund social services, rather than give money to panhandlers.
4. A Work Session in May will provide Council an update on the efforts to address disruptive behaviors in
downtown. It was suggested that an ad hoc working group be formed to explore this issue further.
5. He hopes to appoint an Interim Police Chief by the end of Thursday. A recruiter for the hiring of the next
Police Chief is planned as well.
Policy and Project Manager Ginny Sawyer joined the meeting to discuss Short Term Rentals (STRs). She is
receiving calls from STR owners, indicating they didn’t know about the City’s STR regulations, or they are
requesting a variance to the regulations. Several of those without permits have already taken reservations. A
staff team will meet to discuss options and provide that feedback to Council.
Mayor Pro Tem Horak noted:
1. It would be helpful to form working groups to address community issues. He will bring this up at
Council’s retreat.
2. He mentioned the City’s “Eyes and Ears Program,” where all City staff are encouraged to notice and
report possible Code violations, such as signage in the ROW, etc.
3. He had a conversation with Chamber of Commerce President David May. It would be helpful if staff met
with Mr. May to discuss his ideas around economic health, including developing clusters.
Mayor Troxell:
1. Asked about the next City-CSU liaison meeting. Because the Council formally appoints Councilmembers
to this board, the meetings are open to the public. It was suggested it would be helpful to vacate the
formal appointments and instead have automatic appointments of the Mayor and Mayor Pro Tem.
2. Met with citizen Kevin Cross about renewable energy. This will be discussed with PRPA.
3. Received a positive citizen report for the action of Police Services during a recent incident involving an
alleged errant vehicle driving over lawns in the Mance neighborhood.
