HomeMy WebLinkAboutMinutes - Read Before Packet - 4/18/2017 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - April 17, 2017City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 17, 2017 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, April 17, and the following summarizes the discussions that began at 7:35 a.m. April 18 Regular Meeting A question about revenues was raised in a Service Area Request (SAR) in preparation for Discussion Agenda Item #16 Reappropriating Funds Previously Appropriated in 2016. Staff is asked to ensure that the question was answered regarding historical trends when first quarter revenues being negative or below expectations…did this trend continue through the year? Regarding Discussion Agenda #17 Amendments to the Land Use Code (LUC), staff is asked to describe how these types of amendments are part of a bigger cycle (either in the form of a graphic or timeline). Mayor Pro Tem Horak and Larimer County Commissioner Gaiter are interviewing two candidates for the Boxelder Basin Regional Stormwater Authority Board of Directors. A Read-before memo will be provided that includes the interview team’s recommendation. Under “Other Business,” Council will consider a motion to postpose first reading of the Capital Expansion Fees ordinance to May 16. When this item is discussed at next week’s Work Session, staff is asked to include in the Agenda Item Summary (AIS) the cost for the last three community parks, excluding Twin Silos. It was stated community parks should be constructed according to standards within the Parks Master Plan, and additional amenities that would increase cost should be considered separately and reflect the desires of the entire community, rather than focused in the neighborhood or district where the park is being built. April 25 Work Session For the discussion regarding 365 Transfort Service, staff is asked to invite representatives from CSU and ASCSU because they are partners in this effort. Staff is asked to approach this presentation as if 365 Transfort Service is the new standard – what changes would have to be made for this to occur? What are the options? How would service be reprioritized? Six Month Calendar Council’s retreat is being held May 12 and 13. For the Friday night portion of the retreat (May 12), dinner will be held from 5 p.m. – 6 p.m., and the retreat will begin at 6 p.m. Leadership Planning Team Meeting April 17, 2017 Page 2 of 4 The May 23 Work Session has been amended: 1. The Homelessness Update will be moved to later in the summer or early fall so that additional data is available. 2. Outreach Fort Collins and Disruptive Behaviors Updates will be discussed together. 3. The other two items remain: Community Organics Recycling Project and Sign Code Update. CSU Game Day Operations will be discussed at the June 13 Work Session. Staff is asked to ensure representatives from CSU provide their plan to address game day traffic, including how to prevent vehicles from traveling through neighborhoods. City staff will then present the City’s plan. The PFA Annual Update will occur at the July 25 Work Session. Staff is asked to update the calendar to more clearly distinguish the purpose between the two Work Sessions on Broadband (May 9 and July 11). The May discussion will focus on the public-private partnership model, and the July discussion will center around possible ballot language. Other Discussion Items City Clerk Winkelmann stated: 1. The Colorado Municipal League (CML) has provided five packets that contain information for newly elected Councilmembers. They will be placed in the Council Conference Room. 2. Starting July 1, the City Clerk’s Department will no longer be accepting cash for fees for marijuana business licenses. Most of the businesses pay their licensing fees in non-cash instruments so it appears a solution is available to these owners. Deputy City Manager Mihelich reported: 1. A rally is being held tomorrow evening at City Hall to protest the use of force used against Ms. Michaella Surat in Old Town on April 6. News stories and social media sites suggest that 40-50 people may speak at the Council meeting. He, Chief Hutto and staff members are meeting with the organizers tonight to discuss the incident, and our response to it. Mr. Mihelich noted the importance of having a community conversation about the use of force after the investigation has concluded. 2. He met with the Assistant Town Manager of Wellington to discuss their interest in expanded Transfort service to Wellington. 3. A written report will be provided to the City Manager that outlines the past five year’s accomplishments of Sustainability Services. The LPT requested that the topic of amount of time allotted for Citizen Participation be added to the list of retreat topics. City Manager Atteberry noted: 1. Rocky Mountain Innosphere has paid off the loan they received from the City of Fort Collins. 2. Citizen emails have been received about the transportation company Heart and Soul. This is a private business and the City of Fort Collins does not have any involvement in their operations. 3. The use of drones for emergency services has been explored by a local consortium and staff will be providing information to Council on a proposed Intergovernmental Agreement (IGA) that would outline drone use for accident investigation, training, etc. A memo is forthcoming. Leadership Planning Team Meeting April 17, 2017 Page 3 of 4 4. Fort Collins will be participating in the Big Jump Project, which is a project that encourages increased bicycle ridership. 5. A memo will be included in the Thursday packet that outlines the amount of funding the Housing and Urban Development (HUD) provides to Fort Collins. At the recent NLC conference, there was discussion that HUD funding may be in jeopardy and the LPT is interested in the local impact of reduced HUD monies. The memo will also be shared with our senators. 6. Election complaints have been lodged about the lack of reporting for political committees/issue committees. The next step is for the City Attorney’s office to review the complaints for probable cause. 7. A celebration is being held in the Sheely Neighborhood to thank the residents for their patience with recent construction projects. 8. The City of Fort Collins recently received the Governor’s Worksite Wellness Award for program participation and results. City Attorney Daggett reported an on-boarding meeting is being held this afternoon with Councilmember Summers, and her office is developing a guide that provides information from a legal standpoint. City Manager Atteberry, Municipal Judge Kathleen Lane and City Clerk Wanda Winkelmann will also participate. The LPT suggested future onboarding sessions that include the Mayor and Mayor Pro Tem would be helpful. Mayor Pro Tem Horak discussed the following items from the April 13 Thursday packet: 1. Homelessness Management Information System (HMIS) Update. What can be done to ensure all partners use this comprehensive system? 2. Resident Travel Survey. Recommended some changes to survey language and suggested that a staff process be established to review all surveys prior to their deployment. 3. Special Agency Session. How is this “good news” being disseminated? Mayor Pro Tem Horak noted: 1. An email has been received from a citizen regarding Salt Lake City’s efforts to address homelessness. Staff is asked to respond to the email in a SAR. 2. A citizen emailed Council requesting a variance of the Short Term Rental (STR) policy. Staff is asked to develop a process to address requests for variance. 3. Housing Catalyst recently gave a presentation to the NoCo Housing Now group on the topic of density as it relates to affordable housing. Rooftop solar and transit are also pieces of the affordable housing discussion. 4. He met with citizen Kevin Cross to discuss the goal of 100% renewable options for electricity. Mayor Pro Tem Horak plans to address this at the next PRPA Board meeting. Staff is asked to consider the time frames and costs involved to meet this goal. 5. A FASTLANE grant will soon be available and the MPO will be making a presentation to the funding committee about improving I-25 South of Highway 402. 6. He will be attending the annual American Public Power Association (APPA) Conference. Mayor Troxell: 1. He has received positive feedback about the City’s “Innovate Fort Collins Challenge.” This challenge helps achieve the community’s aspirational Climate Action Plan goals. 2. Requested that staff consider the major issues (such as water, Broadband, City Plan) the Council needs to be apprised of as a new Council is now formed – what baseline knowledge is needed to understand future conversations and efforts related to these issues?
