The BBRSA Intergovernmental Agreement (IGA) specifies that its Board of Directors shall consist of five (5) Directors – one each appointed by the City of Fort Collins, the Town of Wellington and Larimer County and then one jointly-appointed by the City of Fort Collins and Larimer County and the other jointly-appointed by the Town of Wellington and Larimer County. Directors are appointed for a 3 year term.  High Performing Government 7.11. Proactively influence policy at other levels of government regulation. 2015 International Fire Code Adoption (First Reading-consent) Consider local amendments to the 2015 International Fire Code as approved by the Poudre Fire Authority Board. CSU IGA Amendment Amend the current agreement to reflect new transportation and utility projects and responsibilities. Water and Wastewater Criteria Manual Adoption (consent) Adopt a Criteria Manual in order to establish the governing criteria and provide additional guidance for the public water distribution and wastewater collection improvements that are designed and installed in conjunction with the City’s Development Review Process and are within areas wherein FCU owns and operates such systems. With that in mind, Outreach Fort Collins will share some quantifiable data and outcomes specific to four individuals whom Outreach Fort Collins have worked intensively with, and whom reflect the impact and outcomes the outreach team has achieved since the program started in June.  Presented by Derek Getto (OFC Board Chair) and Nick-Verni-Lau (OFC Program Director) April 25 Work Session 365 Transfort Service Provide an update to City Council of status to fund 365 day bus service.  Transportation-6.2. Update and discuss with City Council information about the Larimer County Behavioral Health Center Initiative, including where we are now, where we are headed, and how the City can work with Larimer County on this issue.  Laurie Stolen, Behavioral Health Project Director with Larimer County, will lead the discussion along with City staff. This ordinance will approve as to form various documents and authorize certain City officials to execute those documents in order to acquire the City’s portion of the parking structure. There will also be a separate ordinance to appropriate budget for the purchase and related financing costs.  Economic Health-3.6 Enhance the economic vitality of our community Staff Report: Safe Place to Rest Provide a summary of the Safe Place to Rest model, a pilot program to provide additional safe, warm places to sleep for men who need shelter services during the winter season. This effort is a community based model facilitated by the City of Fort Collins. Staff will provide a report overviewing the creation, administration, and next steps for the program. June 13 Work Session (Horak absent) Poudre Fire Authority Annual Report Review 2016 performance measurements and metrics, goals, actual spending to budget, benefits to the community related to strategic outcome goals, operational efficiency, productivity improvements, and issues of concern to Poudre Fire Authority, the Poudre Valley Fire Protection District, and the City. This annual review complies with the Poudre Fire Authority IGA. Fort Collins and Organized Energy Markets Provide an update to Council on the potential of Platte River Power Authority (Platte River) entering an organized energy market. Platte River is actively participating with a group of six other regional utilities, the Mountain West Transmission Group, examining the benefits and risks of forming an organized market in a region that would cover most of Colorado and portions of Arizona, New Mexico, Wyoming, and South Dakota. This potential market would include a common regional transmission tariff and market rules that would facilitate buying and selling electricity across the region.
