RE: Time of Use Electric Rates
At our March 9 meeting the Energy Board received a presentation on the results of the
Residential Electric Time of Use (TOU) Pilot Study. The Board voted to recommend that City
Council move forward with the mandatory residential TOU rates as proposed by Utilities and for
City Staff to develop a detailed implementation and education plan to present to Council and the
Board.
The Energy Board supports Time of Use rates for these reasons: They
More accurately account for the costs to generate and deliver electricity.
Reduce electrical demand, i.e. the peak power drawn from the system that determines the
size of, hence the capital investment in, the system.
Reduce energy consumed.
Properly value solar electric energy generation.
Encourage installation of electric energy storage alongside solar generation to shift its
peak in time to match the load peak.
Encourage the scheduling of electric vehicle charging to better utilize the electric system.
