Reading)
Consider local amendments to the 2015 International Codes, the International Building (IBC),

(IFGC), and International Energy Conservation (IECC) codes. The 2015 edition will replace
the currently adopted 2012 edition.

Consider local amendments to the 2015 International Fire Code as approved by the Poudre Fire

Water and Wastewater Criteria Manual
Adoption
Adopt a Criteria Manual in order to establish the governing criteria and provide additional
guidance for the public water distribution and wastewater collection improvements that are
designed and installed in conjunction with the City’s Development Review Process and are
within areas wherein FCU owns and operates such systems. The criteria, with all future
amendments, establish minimum design standards for providing and maintaining the public
water distribution and wastewater collection systems.

The City of Fort Collins is a valued funder and key stakeholder of Outreach Fort Collins, a
program of the Colorado Non Profit Development Center. With that in mind, Outreach Fort
Collins will share some quantifiable data and outcomes specific to four individuals whom
Outreach Fort Collins have worked intensively with, and whom reflect the impact and
outcomes Outreach Fort Collins hopes to achieve with all members of the homeless and at-risk
community

New Downtown Hotel Parking Structure
(First Reading)
City Council adopted a resolution in 2015 instructing the City Manager to execute a
Construction and Purchase agreement to construct a parking structure in partnership with the
proposed Downtown Hotel project. This ordinance will approve as to form various documents
and authorize certain City officials to execute those documents in order to acquire the City’s
portion of the parking structure. There will also be a separate ordinance to appropriate budget
for the purchase and related financing costs.
Economic Health-3.6 Enhance the economic vitality of our community
Staff Report: Safe Place to Rest Provide a summary of the Safe Place to Rest model, a pilot program to provide additional safe,
warm places to sleep for men who need shelter services during the winter season. This effort is
a community based model facilitated by the City of Fort Collins. Staff will provide a report
overviewing the creation, administration, and next steps for the program. Presenters: Holly
LeMasurier and Jackson Brockway.

Poudre Fire Authority Annual Report Review 2016 performance measurements and metrics, goals, actual spending to budget,
benefits to the community related to strategic outcome goals, operational efficiency,
productivity improvements, and issues of concern to Poudre Fire Authority, the Poudre Valley
Fire Protection District, and the City. This annual review complies with the Poudre Fire
Authority IGA.
Fort Collins and Organized Energy Markets
Provide an update to Council on the potential of Platte River Power Authority (Platte River)
entering an organized energy market. Platte River is actively participating with a group of six
other regional utilities, the Mountain West Transmission Group, examining the benefits and
risks of forming an organized market in a region that would cover most of Colorado and
portions of Arizona, New Mexico, Wyoming, and South Dakota. This potential market would
include a common regional transmission tariff and market rules that would facilitate buying and
selling electricity across the region. Fort Collins staff will give a presentation on how a regional
market could work and the potential opportunities and challenges that an organized energy
market would provide for Fort Collins.

Time of Use Electric Rates-Next Steps Outline the potential benefits of a Time of Use residential electric rate structure and get
direction from Council on whether staff should move forward with an implementation and
community outreach plan for adoption of such a rate in 2018.
