Timberline Road PO Box 580 Fort Collins, CO 80522 970.416.2515 fcgov.com Memorandum To: Chief John Hutto From: Crime Analyst Lori Frank Subject: Homeless/Transient Calls February 23, 2017 – March 8, 2017 Date: March 9, 2017 The below information depicts police contact activity with the homeless/transient population from the two week period of 2/23/17 – 3/8/17. The data comes directly from the CAD system and is reliant upon the words homeless or transient noted in the call, or as a TRAN (Transient Contact) call type. During this period, officers handled 92 transient/homeless related incidents. This translates to an average of 7 calls per day. This number is likely under-represented as there are many other incidents not classified as TRAN, or have the specific words homeless or transient noted in the call. Of the 92 calls, the most common types were: • Welfare Check • Disturbance • Suspicious Circumstance • Trespass The following highlighted call descriptions are representative of the incidents occurring during this time period: Warrant Arrest – 460 S. College Av Transient was contacted and arrested for an outstanding warrant. Harassment – Bisetti’s Transient approached two people coming out of the restaurant and asked them for money. The people gave the transient two dollars, at which time the transient suspect started yelling that it was not enough money and he pushed the victim. Upon contact with officers, the suspect was uncooperative and subsequently physically subdued. The suspect was transported to the jail for resisting arrest and harassment. As you are aware, for the last several months, activity has been relatively constant, but significantly below that of peak warm-weather months. I fully expect activity and numbers of persons in the city to begin increasing in the next 4-6 weeks in general terms, but that timing will be heavily dependent on what our spring weather patterns bring.
