RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager
Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met via phone conference on
Monday, March 13, and the following summarizes the discussions that began at 7:38 a.m.
March 17 Special Meeting
A Special Meeting has been called for noon on March 17 for the Council to consider adjourning to Executive
Session to receive legal advice regarding the public nudity lawsuit. An amended Call of Special Meeting will be
sent out to clarify that the meeting will start in the Council Chambers, with the Executive Session being held in
the Council Conference Room.
March 21 Regular Meeting
The LPT reviewed the draft agenda for the March 21 Council Meeting.
For the Consent Agenda Item relating to the Riverside Bridge Replacement, staff is asked to state (in the AIS)
when the work on this project will begin/end, and provide images of the bridge. Will the bridge have artistic
elements, or is it just a functional bridge?
Staff is asked to resubmit the Thursday packet memo on the Horsetooth Road and College Avenue
Improvements Project.
At the March 7 Regular Meeting, Council directed staff to bring forward Capital Expansion Fees. The fees being
considered on March 21 include Fire, Police, General Government, Community Parks and Neighborhoods Parks.
It was noted that these fees should be revenue neutral - in the AIS, staff is asked to provide the baseline for
these fees and state the reasons (if any) they are above the baseline. For the future Work Session discussion
about Transportation Capital Expansion Fees and Electric Capacity Fees, staff is asked to include the baseline in
the AIS.
Staff will provide a presentation that reviews what was adopted on first reading of the ordinance for the
following items,
1. Regulating Use of Public Facilities. Staff is asked to be prepared to talk about what changed from the
original ordinance presented on March 7.
2. Short Term Rentals (STR). Options will be presented that include the ability for STR owners to self-
certify (vs. a mandated City-inspection) their rentals meet Code requirements. Due to emails expressing

concern about non-primary STRs owners receiving sales tax licenses, it is anticipated there will be
discussion about the effective date of the ordinance.
Two additional items will be added to the March 21 agenda:
1. Civil rules of procedure for Municipal Court. This is a time-sensitive item due to a recent case being filed
in Municipal Court. In order to hear the case, rules must be adopted for use by the Court.
2. Shared Judge Services. This item will update the current agreement which permits the sharing of judges
among municipalities when a conflict exists.
Six Month Calendar
For the joint meeting with Loveland to discuss the regional police training facility, staff is asked to change the
meeting location to The Ranch.
The Sign Code Update Work Session has been moved from March 28 to May 23. Staff anticipates a two-step
approach in which some code changes are presented this spring, and other comprehensive changes will be
brought forward at the end of the year.
Staff will be presenting six well-vetted, doable options for Council’s consideration regarding 365 Transfort
Service. If Council has questions regarding the options, City Manager Atteberry is happy to explore them further
in his 1:1’s.
Other Discussion Items
Assistant City Manager DiMartino provided these updates on public engagement efforts:
1. A survey will be sent to board and commission members next week that asks for basic demographic
information and the benefits/barriers to participating on a board or commission. The context is around
equity and inclusivity efforts to engage more of the community, representation on BFO teams, selection
for CityWorks participants, etc.
2. The City will be conducting a resident travel survey in late April. The feedback will be incorporated into
the Transportation Master Plan.
Discussion ensued about the City’s use of online surveys and the concern expressed that most are not
statistically valid. It was suggested that staff use terms such as “online feedback” or “questionnaire “instead of
“survey” to reflect the comments received. Online feedback is more similar to emails, which are not
scientifically based yet can have an impact on Council’s decisions.
Ms. DiMartino stated staff is launching a public engagement platform and a future Work Session may be helpful
that describes how all the efforts fit together.
Deputy City Manager Mihelich reported on:
1. Staff is working on the policy that would guide the sale or lease of Natural Areas property. The LPT
requested that a draft be available for Council’s review (for a future Thursday packet) and the policy
would be administered by staff.
2. As noted a few months ago, staff will be performing major tree work in the Casa Grande neighborhood
(on Shields between Drake and Horsetooth). Two trees will be pruned and two will be removed. Mayor
Troxell noted that saving these trees was a community concern several decades ago and the sidewalks
were built around the trees.

City Manager Atteberry discussed:
1. Staff will provide a one-pager for the Thursday packet that provides an update on the request for
Downtown lockers for personal storage.
2. Staff continues to perform due diligence around the option of Axia providing broadband service. The
City of Boulder will be meeting with Axia to discuss options for their community.
3. He is requesting information from the City Attorney’s office about airport authorities – what are the
benefits and can an airport authority levy taxes?
4. Mr. Atteberry has been asked how the City can participate in the capital campaigns of non-profits. Staff
will draft an administrative policy to outline the circumstances that the City could participate. Mayor
Troxell suggested the foundation could consider participating in these efforts.
Mayor Troxell:
1. Attended a meeting on Friday of the Northern Colorado Wasteshed Coalition. An outside consultant has
been hired to consider options for the current landfill (which will reach capacity in 2025), including
waste-to-energy. It was suggested that Wellington should be encouraged to participate in these
conversations.
2. Had breakfast with District One (D1) police officers. D1 is a very professional group that is a credit to our
community. Mayor Troxell encouraged Councilmembers to walk or ride-along with D1 officers.
3. Participated in the visit with What Works Cities, which uses data analysis to recommend best practices.
4. Met with Anthony Graves, the assistant to Denver Mayor Hancock. Denver is reclaiming the area
encompassing the River North Are District (RiNo) District/National Western Stock Show and
Councilmembers are invited to tour. It was suggested this tour could be coupled with Catholic Charities’
affordable housing tour. Councilmembers interested in one or both tours are asked to contact Sarah
Kane for arrangements.
