The approach proposed by staff does not change the City’s position. It is a tactical shift giving staff greater flexibility in negotiating the best outcomes for Fort Collins. Those best outcomes include: • A reduction of adverse impacts to water quality, wastewater treatment facilities and ecology on the Poudre River. • A reduction of adverse impacts due to storm and flood waters. • Improvements to recreational and aesthetic aspects of the Poudre River through Fort Collins including peak and base flows.
