RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda
Winkelmann met on Monday, February 20, and the following summarizes the discussions that began at 7:41
a.m.
February 21 Regular Meeting
It was requested that staff include (in the Read-before packet) the application for the Library District Board
appointment (Consent Agenda Item #18).
The Planning and Zoning Board recommended adoption of the Old Town Neighborhoods Plan and Old Town
Design Guidelines. A Read-before memo will be included that provides additional information about this
Discussion Item (#20).
Due to the number of citizens who may wish to comment about the Northern Integrated Supply Project
(Discussion Item #21), it is anticipated that the time limit for each citizen to comment will be one or one and
one-half minutes.
Six Month Calendar
City Foundation Creation will be discussed at the February 28 Work Session. It was suggested it would be
beneficial to talk about the specific examples of efforts the Foundation could coordinate, such as fund-raising
activities (“buy a brick” for parking structures).
For the Discussion Item on March 7 on Capital Expansion Fees, staff is asked to provide in advance what the
current baseline is and what we are paying from the General Fund.
Regarding upcoming staff reports:
1. It was suggested that the March 7 staff report on the Upper Poudre Watershed Collaborative Water
Quality Monitoring Program be delayed and held with the new Council.
2. Community Behavioral Health (May 2) may be more appropriate as a topic at a Work Session. It was
suggested that the Larimer County representative working on this initiative be included in the
conversation.
LPT meetings will still be held on March 13 and April 3.

As noted last week, Introduction to Organized Electric Markets has been added to the June 13 Work Session. It
was suggested that this Work Session should focus more broadly on Fort Collins’ story and what we are working
on with PRPA that is really important.
Other Discussion Items
Last week, it was requested that staff arrange a tour of the Shields/West Elizabeth Underpass Construction. City
Clerk Winkelmann reported that the tour has been scheduled for March 8.
Assistant City Manager DiMartino stated:
1. In response to a question that was raised about the public engagement process for the construction
project at Prospect and College, Ms. DiMartino reported that an open house was held and 20-30 people
attended.
2. Staff is creating information cards that pictorially depict data about Access Fort Collins by Council
District.
3. Saturday’s session of the Council Retreat will be held at Innosphere. The venue for Friday night is still
being worked on.
4. A request came from the Women’s Commission to have social media available to boards and
commissions. The LPT stated that this type of request should come through the Council liaison and a
working group could meet with the Mayor to discuss it further.
Deputy City Manager Mihelich discussed:
1. NLC Conference in March. The LRC talked about the fall conference as being the time when Council and
staff would meet with federal representatives and agencies. The LPT discussed the value in using the
March conference as a time for such meetings as well and suggested that Fort Collins team up with CML
on those meetings that are of value/interest to Fort Collins.
2. Great Lawn. Funding for this project is approximately $500K short. Discussion ensued about an option
to delay the sound wall and, instead, utilize the sound monitoring equipment and then re-evaluate after
a season or two to see if a wall is necessary. It was pointed out that the sound monitoring equipment
could adjust sound levels to ensure they are kept at an acceptable level. Staff will explore this option in
greater detail and report back.
3. Sidewalks in Alta Vista Neighborhood. Staff will be resuming conversations with Alta Vista neighbors
about sidewalks, which were identified as a top priority for citizens and staff due to safety and
accessibility issues. Door hangers will be placed in March to provide more information about upcoming
meetings.
City Manager Atteberry:
1. Met with representatives from Xcel to discuss projects of mutual interest. Xcel representatives have
been invited to Fort Collins for a tour.
2. Hosted the regional City Managers group and Deputy City Manager Mihelich gave a presentation on
broadband and connected communities.
3. Noted past discussions held with Council about the structure of boards and commissions and the use of
citizen ad hoc committees to address a specific topic or issue. It might be helpful to discuss the topic of
disruptive behaviors in Downtown with such an ad hoc committee.
Mayor Pro Tem Horak discussed the memo (in the February 16 Thursday packet) about the 3-D Printing Lab. It
was requested that staff keep Council posted on the status of this effort.

Mayor Pro Tem Horak commented on the following:
1. Short Term Rentals (STRs). At his recent listening session, a citizen stated that she operates an STR in
the house directly beside her primary residence. It was requested that staff have language available for
the ordinance that permits this type of use. Also, it would be helpful for staff to update the FAQs with
recent information.
2. NISP. Kudos to staff for the information provided at Mayor Pro Tem Horak’s Listening Session.
3. FAQs on Appropriate Use of Public Spaces. It was requested that staff provide a document/online
posting that provides context on how this item fits with other efforts.
Mayor Troxell:
1. Requested information on impact fees. Are fees applied to additions or modifications to existing
structures, or only on a per-bedroom basis on new construction?
2. Water Utility’s Cash-in-Lieu Rate. How do our geographic boundaries (GMA, etc.) limit our thinking on
the value (of water), services, and partnering opportunities with other water providers? This would be a
helpful conversation to have with the Futures Committee or Finance Committee.
3. The Loveland City Council will be discussing the police training facility this week.
4. The CML Executive Board met on Friday. The CML Policy Committee met several weeks ago and had
great conversations.
5. The Denver Economic Development Council is interested in reaching out to northern Colorado to
provide support and learn more about regional clusters, such as clean energy, etc.
6. Kudos to staff for providing the information in CityNews (Utility bill insert) about housing and shelters.
