HomeMy WebLinkAboutMinutes - Read Before Packet - 1/24/2017 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - January 23, 2017City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 23, 2017 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, January 23, and the following summarizes the discussions that began at 7:34 a.m. January 24 Work Session For the first Work Session Topic (Compassion and Consequences: Disruptive Behavior Solutions), staff is asked to be prepared to answer how other cities are addressing the behaviors listed in the agenda materials. Staff will provide an update of the Northern Integrated Supply Project (NISP) as the second Work Session topic. During the discussion, staff is asked to be prepared to answer what Northern Water will request of the City as part of the negotiations. Staff is asked to provide a timeline or flow chart that provides details in terms of the next steps, public engagement, future Council consideration, etc. for any decisions related to outcome of potential negotiations. The third Work Session topic is the Natural Areas (NA) Budget Overview. Is NA paying more for charges and expenditures than other departments? January 31 Special Meeting At this meeting, Council will consider two appeals of the Landmark Apartments Expansion Project Development Plan (PDP). The materials for this meeting have been posted online. February 7 Regular Meeting The LPT reviewed the draft agenda for the February 7 Regular Meeting. The first Discussion Item is the appropriation to Boxelder Basin Regional Stormwater Authority (BBRSA). During first reading of the ordinance on January 17, Councilmember Cunniff had questions and staff is asked to reach out to him to discuss any unresolved issues. Also on the Discussion Agenda is a resolution adding a ballot question that would allow Council to amend the municipal Code regarding medical marijuana provisions. If approved by the voters, Council could align the Code with State regulations rather than seeking voter approval each time the State regulations change as is currently required. Medical marijuana business owners are supportive of this request. Staff is asked to reach out to other groups (such as TEAM Fort Collins) to solicit their feedback. Leadership Planning Team Meeting January 23, 2017 Page 2 of 3 Amending Council’s Meeting Rules of Procedure will be discussed on February 7. The amendments include disallowing signage from quasi-judicial proceedings (such as appeal hearings), and removing the requirement to include Citizen Participation from Special Meetings. In addition to other items, on the Consent Agenda will be: 1. Land Use Code Changes Related to Natural Resources Protection and Prairie Dog Management; and 2. Open Data Policy. Six Month Calendar Staff is asked to add the Outcome Area and Strategic Objective for each item listed on the Calendar. The order of items for the February 14 Work Session will be: 1. Noise Code Modifications. It was suggested residents will be especially interested in noise generated from stadium activities and special events. 2. Capital Expansion Fee Updates. 3. Water Utility Cash-in-Lieu and Raw Water Requirements. Consideration of the Downtown Plan will occur at the February 21 Regular Meeting. Staff is asked to review the comments provided by the Air Quality Advisory Board (memo in the Thursday packet) and citizen Dale Adamy and address the comments in the AIS. When was the Downtown Plan reviewed with boards and commissions? What changed in the Plan as a result of the public engagement efforts? City Attorney Daggett stated the Ethics Review Board (ERB) has been discussing a possible Code amendment that would address board and commission member conflicts of interest. The ERB’s recommendation will be coming before Council on February 21. Other Discussion Items Deputy City Manager Mihelich discussed: 1. The Mayor of Los Angeles has spoken with President Trump about the Climate Letter that was signed and sent. It was requested that the letter specific to Fort Collins’ climate actions be sent to Senators Bennet and Gardner. 2. A fourth grader named Dillon from Webber Elementary spoke at the January 17 Council meeting about getting his street plowed. Staff has followed-up with Dillon and will be meeting with PSD to discuss snow removal and particular routes that may need additional attention. 3. Staff is meeting with Kevin Harper and Anne Cleary, with the goal of reaching a mutual agreement regarding the project at the intersection of Prospect and College. 4. Staff continues to explore enforcement options for the Downtown Smoke-free zone. City Attorney Daggett stated her office is working on the best way to provide materials to Council on Tuesday evenings regarding topics that are not being discussed that evening, but are still timely. There will be more to come on this new process. City Manager Atteberry reviewed the following items: 1. The Council proclamation to honor Joe Zimlich’s service as a member of the Colorado State University Board of Governors will be presented February 7. 2. He discussed the second press release about the officer-involved shooting, including the fact that the 911 call was a false report. Leadership Planning Team Meeting January 23, 2017 Page 3 of 3 3. Funding for Sunday bus service continues to be discussed by staff. This topic will be explored with the Finance Committee. Mayor Troxell mentioned an article about how other communities are using services such as Uber to fill transportation gaps, and it was suggested this could be an option for Fort Collins. 4. Councilmember Martinez has requested a meeting with Mr. Gilmartin to discuss his concerns. 5. As noted last week, a Historic Preservation Code and Process Steering Committee is being formed. Past homeowners involved in the process will be considered for appointment to the committee. 6. First generation college students at CSU are working on a scavenger hunt as part of a class project. One of the items students are asked to gather is a selfie with a public official or City Hall employee. Mayor Pro Tem Horak discussed the following items from the January 19 Thursday packet: 1. Memo on Short Term Rentals (STR). Staff was commended for the information included in the memo. 2. Halligan Project Status. Staff was commended for the information in the memo, including plans for enhanced outreach. In future updates please include whose debt is included in the amount for Debt Service. Mayor Pro Tem Horak noted emails have been received from Save the Poudre regarding NISP. It may be helpful to meet with representatives from Save the Poudre to discuss their concerns. Mayor Troxell reported: 1. The US Conference of Mayors was held last week in DC. a. Vice President Pence attended the conference and discussed possible funding opportunities for infrastructure. Staff is asked to explore this further and consider how Fort Collins can partner with others in the region (such as Larimer County, CDOT, etc.) on efforts related to transportation, energy, water, broadband, etc. b. Five mayoral priorities were discussed at the conference. Mayor Troxell noted the priority around mental health and substance abuse is also a community priority. 2. He attended a presentation to the Larimer County Board of Commissioners on Future Climate Extremes. The presentation was given by the Rocky Mountain Climate Organization. 3. Attended the Natural Area’s Volunteer Appreciation Event at the Lincoln Center on Friday. 4. He met with residents of the Alta Vista neighborhood regarding the sidewalks that will be installed later this spring. Deputy City Manager Mihelich noted a letter will be sent to all affected property owners and a neighborhood meeting will be held to discuss the next steps. The meeting adjourned at 9:44 a.m.
