RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, Chief Deputy City Clerk Rita
Knoll, and Council Agenda Coordinator Sara Gonzales met on Monday, January 9, and the following summarizes
the discussions that began at 7:32 a.m.
January 10 Work Session
Short‐term Rental regulations will be the first topic discussed. Staff is asked to provide the logic for using 9
months as the timeframe to define primary resident. It was noted that the table addressing the proposed non‐
primary STR Zone District matrix and minimum standards for STR licensing were helpful.
The second topic will be electric capacity fees. What is staff recommending to Council? Please clarify exactly
what changes staff is recommending (perhaps in table form?). The consultant’s presentation appears to be
lengthy; please shorten. Additionally, it was noted that all future presentations coming to Council should use
City’s presentation template rather than a consultant template.
January 17 Regular Meeting
Seven ordinances conveying portions of City‐owned property on Cathy Fromme Prairie to seven residents of the
Fox Hills Subdivision to resolve longstanding encroachments will be considered on the Consent Agenda. It was
noted the process to resolve these encroachments has proceeded well and the solutions are amenable to all
parties.
A staff report will be given regarding Advanced Metering Infrastructure (AMI). This information should also be
given to the public since this is a good news item.
The first discussion item will be a continuation of the discussion regarding the Mayors National Climate Action
Agenda’s Open Letter to President‐Elect Trump. The Legislative Review Committee will meet on Friday, January
13 to discuss this item. On a related note, it was suggested that staff look at how Denver is doing climate action
projects to determine if there are different approaches that could be used.
Under other business, a special meeting will be called for January 31 to hear two appeals of the Planning and
Zoning Board’s approval of the Landmark Apartments Expansion.

Other Discussion Items
Chief Deputy City Clerk Knoll noted that two youth will participate in the 2017 Congressional City Conference in
Washington, DC, March 11‐15. A chaperone from the Youth Advisory Board/Recreation Department will
accompany the youth. An application is being developed for interested Youth Advisory Board members to
apply. An orientation meeting with the chosen participants and the Mayor before the conference was
requested. The youth attendees should give a report to Council after the conference at a regular Council
meeting.
Assistant City Manager DiMartino stated the Downtown Business Association plans to launch its “Give Real
Change” campaign in March. It was suggested that staff encourage the DBA to meet with the Homeless
Coalition and other interested parties before the campaign begins and that staff attend this meeting. The DBA is
also exploring the feasibility of a business improvement district and at the DBA’s invitation, Councilmembers
Horak and Overbeck are participating on the committee.
Deputy City Manager Mihelich discussed:
1. The Energy Board has met to discuss the Mayors National Climate Action Letter to President‐elect
Trump and plans to provide its comments to Council by January 17.
2. The Humane Society has provided input in the update of the Wildlife Management Guidelines and many
of those suggestions have been incorporated. Consistent with standard practice, the guidelines will be
approved administratively. The guidelines will be provided to Council in a future Thursday packet, along
with staff’s responses to the Humane Society suggestions.
City Manager Atteberry discussed:
1. Odell’s Brewery, In Situ, and Woodward have stated they are not willing to provide matching funding for
the Lincoln Corridor project.
2. Larimer County Manager Hoffman has requested that the City hosts a North Larimer County meeting
with Fort Collins, Wellington, Windsor, Timnath, and the County Commissioners in the first quarter of
2017. Suggested topics include Boxelder Basin, the I‐25 corridor and interchange improvements,
wasteshed issues, and transit collaboration. The Leadership Team was supportive of this meeting.
3. He has conversed with the new owners of Aspen Heights. They were very responsive and wanted to
know more about the City’s occupancy standards.
Mayor Pro Tem Horak discussed the following items from the January 5 Thursday packet:
1. 2016 Fall Water Quality Update‐Upper Cache la Poudre Watershed. He noted this is a good news item
and requested a staff report be given, with emphasis on the collaboration with other governmental
entities.
2. 2017 Multicultural Community Retreat‐additional clarification is needed on the staff recommendation
and what additional funding would be required. Also, please indicate how this work coordinates with
other efforts, including education being planned as part of the Community Equity Initiative.
He attended an I‐25 financing meeting with CDOT representatives and will be sharing an update under Council
reports. Copies of the information he received will be provided in Thursday’s packet.

Mayor Troxell:
1. Suggested an open house or tour of 700 Wood Street be provided once the remodel is complete.
2. The response to the issue of parking at CSU during graduation was appreciated. Move‐in days and
graduation time affect neighborhoods surrounding CSU and the City should work with CSU to provide
information about parking in neighborhoods to students.
