HomeMy WebLinkAboutMinutes - Read Before Packet - 1/3/2017 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - January 3, 2017City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 3, 2017 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, Deputy City Attorney John Duval, City Clerk Wanda Winkelmann, and Council Agenda Coordinator Sara Gonzales met on Tuesday, January 3, and the following summarizes the discussions that began at 7:05 a.m. January 3 Regular Meeting/Urban Renewal Authority (URA) Meeting Under the Consent Calendar, Council will consider Item #7 Increasing Police Records Fees. Did the Finance Department review these fee increases and is there a time frame to routinely review these fees? Will an exemption be available for those who cannot afford the fees? A protest has been filed regarding Discussion Agenda Item #10, Ordinance No. 004, 2017, Submitting to a Vote of the Registered Electors of the City of Fort Collins a Proposed Amendment to Section 1 of Article VII of the City Charter Pertaining to Appointment of Municipal Judges. The Protest Hearing will be held before any action is taken regarding the Ordinances. An Urban Renewal Authority meeting will be held after the Regular meeting. Regarding Discussion Item #1- Redevelopment Agreement with Lyric Cinema Café, a question was raised regarding the potential issue of parking. How will follow up occur regarding the future resolution of parking challenges, and is there anything binding regarding that follow-up? Six Month Planning Calendar The order of items for the January 10 Work Session will be: 1. Short Term Rentals 2. Electric Capacity Fees The topic, “Compassion with Consequences-Methods to Address Aggressive Behaviors by Transients” has been added to the January 24 work session. For May 2, Proclamation time will begin at 5:00 p.m., with the showing of a 20-minute video containing interviews of key people in the Latino community and the reading of the Cinco de Mayo Proclamation. Other proclamations will then be read from 5:30-6:00 p.m. The LPT stated it would be helpful to have a framework and clear process for vetting Councilmember ideas/requests for videos. It was suggested this would be a good topic for the Council retreat. Leadership Planning Team Meeting January 3, 2017 Page 2 of 2 Other Discussion Items Deputy City Attorney Mihelich discussed the petition that was submitted last week by some citizens living in the Alta Vista neighborhood which opposes sidewalks in the neighborhood and removing a park. It is anticipated some members of the Alta Vista neighborhood may attend tonight’s Council meeting. Staff members plan to meet with the neighborhood to discuss their concerns regarding sidewalks and to clarify that there is no plan to remove a park. City Manager Atteberry discussed: 1. Cultural Resources Director position. Deputy City Manager Mihelich will attend a Cultural Resources Board meeting to provide an update on the status of this recruitment. 2. Councilmember Cunniff has requested a listing of all Councilmember expenditures for the past four years. Once this information is compiled, a copy will be provided to all Councilmembers. 3. The City received notification from the Government Finance Officers Association (GFOA) that it was given an Award for Outstanding Achievement in Popular Annual Financial Reporting for the Citizens’ Financial Report. Kudos were given to the Finance Department and CPIO for the quality of the report. 4. The US Government Accountability Office is conducting a site visit of Fort Collins to learn about the City’s experience with developing railroad quiet zones and report on the effectiveness of the train horn rule. It was requested that staff inform our federally-elected representatives of the upcoming visit. 5. The letter from citizen Ted Zibell regarding the Downtown Plan has been forwarded to the Planning Department. 6. An email will be sent to Council today to clarify that Longmont’s Broadband enterprise is not being subsidized by the Light and Power enterprise. 7. Mr. Atteberry clarified Mayor Pro Tem Horak’s request that a meeting be scheduled with Senator Gardner to discuss projects related to I-25 and water. Mayor Troxell suggested that Senator Gardner could be invited to Fort Collins. Mayor Pro Tem Horak discussed the following items from the December 29 Thursday packet: 1. Art in Public Places Public Outreach. The expanded engagement opportunities focus primarily on City tools. How are we specifically engaging the arts community? 2. City Council Initiatives Dashboard. For the March report, please ensure the Action Plan portion is current for each initiative. Mayor Pro Tem Horak reminded the LPT about CML’s Municipal Hero Award. Nominations are due March 3. Mayor Troxell: 1. Met with Karl Mooney, Mayor, City of College Station, Texas. They discussed the commonalities between the two college towns. 2. Will be mailing today a “Fort Collins specific” letter regarding climate action to President-elect Trump. A copy of the letter will be placed in today’s Read-before packet and a press release will be issued. 3. Commented on the Thursday packet memo regarding the Mulberry Enclave. According to the memo, the earliest possible date for annexation is 2020. The meeting adjourned at 9:05 a.m.
