Revised: 12/29/2016 11:34 AM Meeting Info Agenda Item The purpose of this item is to… January 10 Work Session Electric Capacity Fees The purpose of this agenda item is to discuss the new capacity fee model and to get direction on when the new model and fees should be implemented. Electric Capacity Fees are required for any new development and are intended to recover the costs associated with providing the infrastructure required to serve the new development. The current model was developed when there was considerable green field development within the service area so a new model is being developed with the help of a consultant which is more consistent with the anticipated redevelopment that will continue to become more common within the electric service area. City Code requires the City Manager to review such charges annually and to present the fees to the City Council no less than biennially (Sec 26-473 (b)). This agenda item will provide an overview of the new model and how it would impact some typical development fees. Short Term Rentals Review and update Council on most recent options and feedback related to regulating short term rentals prior to bringing an ordinance. January 17 Regular Running Deer Natural Area Land Determination Consider the sale of 15 acres of Running Deer Natural Area to Hageman Earth Cycle (HEC). The property was acquired as part of a larger City natural area purchase in 1998. HEC occupied the land prior to the City’s purchase and continues to operate a yard waste drop off and recycled- materials sales facility on the property and its adjoining private land. Rennat Annexation (First Reading) (consent) Annexing and zoning the Rennat Annexation, 6015 South Timberline Land Use Code Update (consent) Bring forward an annual package of various code revisions to the Land Use Code in order to clarify, revise, add, or otherwise amend the Code as part of a continuous improvement effort. Land Use Code Changes Related to Natural Resource Protection and Prairie Dog Management Consider potential changes to a number of Land Use Code requirements related to the protection, removal, and mitigation of impacts to prairie dog colonies and other natural habitats and features on development sites. Recommendation to engage the Northern Colorado Water Conservancy District to discuss and potentially negotiate mutual interests related to the Northern Integrated Supply Project. Consider staff’s recommendation for the City and the Northern Colorado Water Conservancy District (Northern Water) to discuss and explore mutual interests pertaining to the Northern Integrated Supply Project (NISP). City staff would meet with Northern Water to discuss the City’s key goals and issues related to NISP, while regularly reporting to City Council. If mutual interests can potentially be met, City staff would be authorized to negotiate draft agreements that would be presented to Council for its formal approval. Meeting Info Agenda Item The purpose of this item is to… February 14 Work Session Noise Code Modifications Provide an update on sound monitoring efforts during the 2016 event season and process improvements related to noise variance requests, and seek Council direction whether to proceed with proposed code changes to the City’s noise ordinance. Time of Use Pilot Study Discuss the results of the pilot study, the follow-up customer survey and reconciliation, and to discuss what City Council would like staff to do next, if anything. This item will be discussed at Council Finance Committee on January 23rd. Capital Expansion Fee Updates Review staff recommendations for all building related fees to be updated by Council in 2017. Staff will also present on the proposed process for future fee updates and organization-wide effort to coordinate these updates and the timeline moving forward. February 21 Regular Adoption of the Downtown Plan, Consider adoption of the Downtown Plan and items relating to short term plan implementation. The Downtown Plan serves as a guide and inspiration for budgets, projects, programs, investments, regulations and other efforts focused in the downtown area will update the vision, policy direction, and action items for the next 10-20 years. In addition, the new Downtown Plan will incorporate recently completed planning efforts and studies (e.g., the Poudre River Downtown Master Plan, the citywide Pedestrian Plan, and the Bicycle Master Plan) into a comprehensive plan for Downtown Fort Collins. Adoption of the Old Town Neighborhoods Plan and Old Town Neighborhoods Design Guidelines Consider adoption of the update of the Old Town Neighborhoods Plan and Old Town Neighborhoods Design Guidelines. The Old Town Neighborhoods Plan is a combined update of the 1980s Eastside and Westside Neighborhood Plans and provides a renewed neighborhood vision and policy guidance related to neighborhood land-use, housing, transportation, and sustainability. The Old Town Neighborhoods Design Guidelines are a follow-up implementation item from the 2013 Eastside Westside Character Study that provides illustrations, ideas, and guidance on compatible design for home additions and new construction in the Neighborhood Conservation Medium Density (NCM) and Neighborhood Conservation Low Density (NCL) zone districts of the Old Town Neighborhoods. This ordinance will approve as to form various documents and authorize certain City officials to execute those documents in order to acquire the City’s portion of the parking structure. There will also be a separate ordinance to appropriate budget for the purchase and related financing costs.
