RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Assistant City Manager Kelly
DiMartino, Judy Schmidt, Senior Assistant City Attorney, and City Clerk Wanda Winkelmann met on Monday,
December 19, and the following summarizes the discussions that began at 7:38 a.m.
December 20 Regular Meeting/Work Session
City Manager Atteberry reported staff will be providing an update (under Staff Reports) on the community
efforts for emergency shelter. Emails were received over the weekend about the available services (protection
from the cold, transportation, lodging, etc.) for those individuals who are homeless. Staff is asked to illustrate
the system that is in place to assist those who need services.
After the Regular Meeting, Council will adjourn to a Work Session on the Broadband Strategic Plan. It was
suggested that Fort Collins needs a report (similar to the one conducted in Tennessee) that quantifies the
benefits of providing Broadband. City Manager Atteberry stated the visit to Longmont (to learn about their
Broadband operations) was excellent.
Six Month Planning Calendar
The following updates were provided to the Calendar:
1. The December 27 Work Session is cancelled. The LPT meeting will still be held Tuesday morning
(December 27) at 7:30 a.m.
2. City Foundation Creation has been added to the February 28 Work Session. Staff is asked to first discuss
this at the January or February Futures Committee. It was suggested that the fundraiser of selling bricks
to earn money for a downtown parking garage could be spearheaded by the Foundation.
3. The March 14 Work Session has been cancelled due to the NLC Conference. Staff is asked to provide an
update on how members of the Youth Advisory Board (YAB) will be included in this conference.
4. The Council Retreat has been tentatively scheduled for May 12 and 13. Staff is asked to send out
meeting invitations to City Council, ELT, and facilitator Julia Novak.
5. Mid-year evaluations of the City Manager, City Attorney, and Municipal Judge are scheduled for June 13.
6. July 4 is a Tuesday; the Municipal Code states that, when a Regular Meeting falls on a national holiday,
the meeting is held the Monday before. Staff will include July 3 as a Regular Meeting.
Staff is asked to include additional detail about the topics on the Unscheduled Items list – Mail Creek
Annexation, Lehman-Timberline Annexation, and Sign Code Update.

Other Discussion Items
City Clerk Winkelmann stated that citizen Mike Sportiello attend the Work Session last week and had additional
questions about his ideas to improve the redistricting process. It was suggested that staff provide Mr. Sportiello
a link to Council’s Listening Sessions and inform him that Council is happy to meet individually with him.
Assistant City Manager DiMartino:
1. Reported on the question from last week’s LPT meeting about Fairway 3 at City Park being plowed. The
plowing is done by maintenance staff to create a path for electric vehicles to attend to trash and debris
removal.
2. Met with the UniverCity Connections steering committee. A meeting will be held this spring around the
issue of housing affordability.
City Manager Atteberry discussed:
1. Staff has compiled information from the November election that indicates Ballot Question 1A (Mental
Health Services/Detox) passed in Fort Collins (the question was defeated County-wide). He will be
discussing this further in his 1:1’s with Councilmembers.
2. A letter was included in the Thursday packet from Larimer County Manager Linda Hoffman, indicating
Commissioner Steve Johnson will be the County representative on the URA Board.
3. The Colorado Department of Public Safety will be conducting a study to research the impacts of the
legalization of marijuana on county jails. It was suggested it would be helpful to compare this
information to states where marijuana use has not been legalized.
4. Kudos he received for the City’s efforts to inform citizens via social media. Staff is asked to provide a
social media presentation under Staff Reports in January or February.
Mayor Pro Tem Horak:
1. Reviewed the memo from the Affordable Housing Board regarding Capital Expansion Fees (December 15
Thursday packet). It was stated that fees are based on the cost of service and it would be helpful to
explore how these fees could be subsidized for affordable housing projects.
2. Discussed a letter from the Mayor to President-elect Trump regarding climate. A Fort Collins specific
letter has been crafted and a copy will be emailed to Council today.
Mayor Troxell:
1. Discussed the Thursday packet memo on equity and inclusion. What is the progress on the planning for
a summit in Fort Collins to address equity and inclusion (based on the suggestion by Councilmember
Overbeck)? What outcomes are expected as a result of the summit?
2. Is meeting this week with Colorado Springs Mayor Suthers to discuss I-25.
3. Attended the CML Executive Board meeting and provided information about the It’s on Us initiative on
behalf of Councilmember Campana.
4. Attended the EPIC 30th Anniversary Grand Re-opening on Saturday and noted it was a terrific event.
5. The Michigan Ditch tunnel project completion celebration is this afternoon.
6. Noted that the Innosphere is partnering with Innovation of the Rockies, which speaks to the leadership
and success of Innosphere.
