Timberline Road PO Box 580 Fort Collins, CO 80522 970.416.2515 fcgov.com Memorandum To: Chief John Hutto From: Crime Analyst Lori Frank Subject: Homeless/Transient Calls November 17 – November 30, 2016 Date: December 1, 2016 The below information depicts police contact activity with the homeless/transient population from the two week period of 11/17/16 – 11/30/16. The data comes directly from the CAD system and is reliant upon the words homeless or transient noted in the call, or as a TRAN (Transient Contact) call type. During this period, officers handled 150 transient/homeless related incidents. This translates to an average of 11 calls per day. This number is likely under-represented as there are many other incidents not classified as TRAN, or have the specific words homeless or transient noted in the call. Of the 150 calls, the most common types were: • Welfare Check • Suspicious Circumstance • Trespass • Harassment The following highlighted call descriptions are representative of the incidents occurring during this time period: Homicide – 225 W. Harmony Rd. Dispatch receives a call from a male stating that his friend needs medical attention because he has been beaten severely. The informant states the victim is just west of the Harmony Max station, in the old lumber storage sheds for BMC. As officers are responding another informant calls in stating that this is actually a homicide. Officers arrive and search the sheds locating the victim, who is deceased. It is obvious from the condition of the victim that this is a homicide. Officers lock down the area and witnesses. A possible suspect is contacted in Old Town and is brought to the PD for questioning. Criminal Investigations Division (CID) responded to take over the investigation and are currently interviewing all witnesses and the suspect. Assault – 316 Jefferson St. A transient was assaulted by his camp friend, causing serious bodily injury. The suspect confessed to the assault, but the victim is uncooperative with the investigation.
