HomeMy WebLinkAboutMinutes - Read Before Packet - 12/6/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - December 5, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: December 5, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, December 5, and the following summarizes the discussions that began at 7:38 a.m. December 6 Regular Meeting Items relating to Capital Improvement Expansion Fees will be considered by Council on the Consent Agenda. In a Read-Before memo, staff is asked to explain why a different Capital Expansion Fee discussion is occurring in March and the reason all fees are not being considered at the same time. Consent Agenda Item #7 regarding the Rennat Annexation is being withdrawn and postponed to December 20 so that a correct legal description can be included in the initiating resolution. The 2017 Classified Employees Pay Plan will be considered on the Discussion Agenda (Item #11). The LPT suggested that a discussion be held at the next Council retreat on the process for moving items prior to the Council meeting from the Consent Agenda to the Discussion Agenda as items on the Consent Agenda can still be discussed under Consent Calendar Follow-Up. A second retreat topic was discussed about Other Business. If a Councilmember knows that he/she will be bringing up a certain item under Other Business, should the agenda be amended to include the topic? The December 6 agenda will be amended to include a Motion to Adjourn to December 13 for an Executive Session for legal advice. Six Month Planning Calendar As noted above, an Executive Session will be held on December 13. The Executive Session will occur prior to the Work Session. The Short Term Rentals discussion currently scheduled for December 20 will be delayed to January 3 to allow additional time for public discussion (this topic is on the December 15 P&Z agenda). Also, the Board of Realtors has requested additional time to review the proposed regulatory framework. Leadership Planning Team Meeting December 5, 2016 Page 2 of 3 A resolution setting the Open Data Policy will be brought forward at the February 7 Regular Meeting. The Policy will describe the City’s commitment to transparency and accessibility. At the March 14 Work Session providing highlights from Neighborhood Services, staff is asked to provide as a separate topic an update on the Residential Parking Permit Program (RP3) and summarize the issues involved that were the impetus for the program being instituted. Other Discussion Items City Manager Atteberry discussed: 1. As noted last week, staff members will be visiting municipal sites to learn more about their broadband operations. Sites being visited include Chattanooga, Cedar Falls, Wilson (North Carolina), and Longmont. An update will be shared with Council via individual or 2 x 2 discussions prior to the December 20 Work Session. 2. Staff gave a presentation last week to the LLAC about the Road to 2020. 3. CML is seeking nominations for their annual Municipal Hero Awards. Nominations are due March 3. Two years ago FoCo Café founders/operators Jeff and Kathleen were given this award at the annual CML Conference. 4. Staff is working on ideas to honor/memorialize Ann Azari and Bob Everette. 5. The Partnership for Safe Water has awarded Fort Collins Utilities Water Treatment Plant the President’s Award for plant performance and superior water quality. The LPT requested that a proclamation be drafted to honor this achievement. Mayor Pro Tem Horak discussed the following items from the December 1 Thursday packet: 1. Downtown Smoke-Free Zone Update. How have other cities with similar smoke-free zones addressed non-compliance? 2. Legislative Priorities. For the next publication, staff is asked to use a standard protocol for listing representatives (such as senior members first, alphabetical, etc.). 3. P&Z Work Sessions. It was pointed out in the memo that parking passes are available to those who wish to attend a City meeting that is expected to last longer than two hours. 4. Colorado Springs Visit/Infographics. Kudos were given for the handout on marijuana. 5. CML’s Knowledge Now. Kudos to CML for their research and publication on Short Term Rentals. Mayor Pro Tem Horak: 1. Stated some cities have signed a letter to the President-elect regarding social issues. The LRC will review the request for Fort Collins’ participation in this effort. 2. Discussed the intersection of Maple and Meldrum. In the form of a SAR, staff is asked to respond how this intersection could be made safer by improving visibility of cross-traffic (make it a four-way stop intersection, remove parking spaces on the ends, etc.). 3. Was contacted by a citizen regarding the fluoride in the City’s water. He provided information about the City’s initiative process. Leadership Planning Team Meeting December 5, 2016 Page 3 of 3 Mayor Troxell: 1. Requested information about the Equity and Inclusion memo included in the Thursday packet. How does the community interface with the subcommittees? Who is on the citizen advisory panel and how is that work incorporated into the City’s efforts? 2. Congratulated Mr. Atteberry for being awarded the Governor’s Citizenship Medal. 3. Met with representatives of the San Antonio Scorpions to explore professional soccer coming to Fort Collins. The meeting adjourned at 9:27 a.m.
