RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, City Clerk Wanda Winkelmann,
and Graduate Management Assistant Jackson Brockway met on Monday, November 28, and the following
summarizes the discussions that began at 7:34 a.m.
November 29 Adjourned Meeting
This meeting is being held for City Council to conduct the yearly evaluations of the Municipal Judge, City
Attorney, and City Manager.
December 6 Regular Meeting
The draft agenda for the December 6 meeting was reviewed. Based on Councilmember feedback, the 2017
Classified Employees Pay Plan will be on the Discussion Agenda. Also, only the Rennat Annexation will be
considered on December 6, and staff is asked to describe the public outreach process (in the AIS) utilized in this
annexation. Two other annexations (Lehman-Timberline Annexation, Mail Creek Crossing) will be brought
forward after they are eligible for annexation (January 7, 2017). In preparation for upcoming annexations, staff
is asked to provide a memo that describes the three types of annexations and the outreach process used in each
circumstance.
The first Discussion Item is the Brick Stone Apartments appeals. As noted last week, the LPT requested that the
appeals be heard together and the typical “20/20/10/10” format will be followed (20 minutes total for
presentation for the appellants, 20 minutes for the applicants, 10 minutes rebuttal).
Six Month Planning Calendar
City Clerk Winkelmann reported two appeals were received last week for the Landmark Apartments Expansion.
The LPT scheduled the appeal hearing for January 31.
It was noted that the City Foundation Creation will be discussed at the March 14 Work Session, with formal
consideration at the March 21 Regular Meeting. Input from Council will be sought as to how to implement the
operations plan.
Staff is asked to explore options for the next Council retreat (which will be held after the April election). The LPT
stated they liked the “Friday evening – Saturday” format followed in the past. Once a firm date is found, staff is

asked to add the date to the Six Month Calendar and the “Important Dates” handout provided to Council
candidates.
Other Discussion Items
Graduate Management Assistant Brockway conducted a “walk-around” with the Outreach Fort Collins team and
a memo will be included in the Thursday packet that summarizes his observations. The LPT suggested additional
information for the memo, such as those triggers that would permit this pilot program to continue, how our
program compares with Denver, and how Denver measures success. Mayor Troxell reported that Denver is
following the Albuquerque model of day labor jobs being offered to individuals who are homeless. Mr.
Brockway reported that Hand Up in Fort Collins provides a path to permanent jobs. Staff is asked to explore if
there could be a connection between Hand Up and Fort Collins’ need for temporary workers in the summer.
City Manager Daggett reported that Colorado Springs has opened a supportive housing structure similar to
Redtail Ponds. Colorado Springs is also reviewing and/or revising their municipal code regarding panhandling
and appropriate use of public facilities.
The LPT requested that staff review the possible policy changes that need to be made to address enforcement of
inappropriate/illegal behaviors and schedule a Work Session in January or February so that changes can be
made prior to the warmer season.
City Manager Atteberry discussed:
1. Staff members will be visiting municipal sites to learn more about their broadband operations.
Councilmembers have expressed interest in visiting Longmont.
2. The agenda for the December 8 Regional Elected Officials Meeting was included in the Thursday packet.
3. Sidewalks were scheduled to be built today in Alta Vista; however, due to concerns expressed by a
resident about parking, the project has been delayed. Staff will meet with the resident in the field to
discuss the project and address the concerns. The sidewalks are intended to provide access to bus stops
and other parts of the neighborhood. Certified letters were mailed to residents and door hangers were
placed on each doorway describing the project. Staff will be reviewing the engagement process to learn
if additional steps should have been taken.
4. The Downtown Business Association (DBA) is starting a Business Improvement District (BID) advisory
committee. The District 1 or District 6 Councilmember will be asked to participate on the committee.
The BID will address issues such as special events and parking.
5. Staff has been asked to review the City’s policy on graffiti. The City provides paint to assist those who
have been “tagged” and voluntary compliance is achieved in almost all cases. What enforcement tools
are needed in the event of noncompliance?
6. PRPA recently gave a presentation to the Energy Board on November 3 on Energy Markets. Staff is
asked to provide a copy of the presentation to Council.
Mayor Pro Tem Horak discussed the following items from the November 24 Thursday packet:
1. Road to 2020. In future updates, staff is asked to include info graphics or a matrix that conveys the
information and describe the difference or result produced as a result of the efforts/funding.
2. Boxelder Update. Appreciated the good news about the faster approval process of the floodplains –
what actions did staff take to facilitate this?

Mayor Pro Tem Horak:
1. Emailed an article to Council about temperature readings for hundreds of years and the correlation to
industrialization.
2. Noted that the City holds an appreciation event for businesses. How are the other two elements of
sustainability (social and environmental) celebrated? Asked that staff consider options to provide a
more integrated celebration.
Mayor Troxell noted:
1. He met with Guy Mendt and Lawrence Smith (Catholic Charities of Denver) last week. They informed
Mayor Troxell that Catholic Charities develops and operates a number of facilities, including permanent
supportive housing and day care centers. Mr. Mendt will be contacting City Manager Atteberry to
discuss partnering with them on these types of projects.
2. Last week he visited with the Mayor, City Manager, and President of the University of Laramie. They
were very complimentary of Fort Collins and noted the similarities between the two communities.
Laramie would like to establish an enhanced corridor off Grand Avenue.
3. He participated in Small Business Saturday and appreciated the signs and banners advertising the event.
The meeting adjourned at 9:11 a.m.
