RE: Leadership Planning Team Follow-up – Additional details regarding the Thornton
Water Project and the Project Open House Events
This memo is in response to a question from Mayor Pro Tem Horak at the November 14, 2016
Leadership Planning Team meeting regarding open houses to be held by Thornton to discuss its
upcoming pipeline project in northern Colorado. The electronic “postcard” provided by Thornton
regarding these open houses is attached.
Bottom Line:
Thornton intends to construct a pipeline from WSSC Reservoir No. 4 (north of the GMA) to convey
water to Thornton for municipal use. A map of the project corridor is attached for reference.
Thornton does not appear to intend for the pipeline to cross Fort Collins or the GMA. Thornton
appears to need land use permits from Larimer and Weld Counties to build the pipeline.
Discussion:
In the 1980s, Thornton needed additional water supplies to meet projected population-driven
growing demands. Thornton acquired 47.23% of the Water Supply and Storage Company (WSSC),
5.21% of the Jackson Ditch Company, and associated farms. Thornton also claimed junior water
rights on the Poudre River. After about a decade of litigation in Water Court and the Colorado
Supreme Court, Thornton received a final water rights decree approving the municipal use of these
water rights in Thornton.
To convey this water from the Poudre River to Thornton, a pipeline needs to be constructed. Our
understanding of Thornton’s plans are as follows: Water will be diverted from the Poudre River into

the Larimer County Canal headgate (near Ted’s Place) and delivered into WSSC Reservoir No. 4
(northeast of Larimer County Road 17 and Douglas Road), pursuant to its water rights decree and
agreement with WSSC. The water will then be delivered by a pipeline to Thornton.
The pipeline is currently planned to generally run east from WSSC Reservoir No. 4 to the
Larimer/Weld county line, and then south to Thornton. Thornton does not appear to intend for the
pipeline to cross Fort Collins or the GMA. Prior to choosing this alignment, Thornton staff met with
Fort Collins staff in April 2015 to discuss potential requirements if the pipeline alignment were to go
through the City of Fort Collins or GMA.
Thornton will likely need land use permits from Larimer and Weld Counties to build the pipeline.
Additional information will likely be provided at the open houses.
As a reminder, open houses will be held in Fort Collins on two dates:
Wednesday, November 16 at 6:30 p.m. at Poudre Valley REA, 7649 REA Parkway
Tuesday, December 6 at 6:30 p.m. at the Larimer County Courthouse, 200 W. Oak Street
Fort Collins Utilities staff will attend one of the Open House events and report back to Council
regarding any project details that may impact Fort Collins residents.
