RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak (via phone), Deputy City Manager Jeff Mihelich, Deputy City
Attorney John Duval, and Chief Deputy City Clerk Rita Knoll, met on Monday, November 14, and the following
summarizes the discussions that began at 7:40 a.m.
November 15 Regular Meeting
The LPT reviewed the agenda for the November 15 meeting.
On the Consent Agenda, Item #8, Allocation of CDBG and HOME Funds, includes three public hearings, and the
Mayor will announce that prior to the adoption of the Consent Agenda.
Also on the Consent Agenda is the adoption of the 2017 Legislative Policy Agenda (Item #13). Councilmember
Overbeck has indicated he may pull this item from the Consent Agenda to suggest some amendments.
Under Staff Reports, Mayor Troxell will honor Dr. Tom Dodd, Lesher Middle School Principal, for receiving the
National Principal of the Year award.
The only Discussion Item is the adoption of the 2017‐2018 Budget.
Prior to Adjournment, Council will consider going into Executive Session for legal advice regarding pending
litigation.
Following the Regular Meeting will be a General Improvement District (GID) No. 1 Meeting, Skyview GID
Meeting, and a URA Board Meeting to adopt the 2017 URA Budget.
Six Month Planning Calendar
Chief Deputy City Clerk Knoll indicated staff is waiting for the appellant to address availability on December 6 for
the Brick Stone Apartments appeal hearing. Following this meeting, staff received confirmation that December
6 will work for both parties.
The project scope of the Occupancy Study will be discussed at the December 13 work session.

December 20 will be a lengthy meeting with Short Term Rentals and adoption of the Growth Management IGA
(staff believes this to be a consent item) on the regular meeting, approval of a redevelopment agreement with
Lyric Cinema Café on the URA agenda, and a work session on the Broadband Strategic Plan.
Other Discussion Items
Mayor Pro Tem Horak discussed the following items:
1. Thornton Water Project Open House. Staff was asked to provide more details regarding the scope of
the project and the process Thornton is required to go through, including any permits.
2. Infographic Transient Aggressive Behaviors and Crime Informational Flyer. This is really good
information in an easy‐to‐read format that should be displayed prominently on our web page, and
attached to SARs and responses to citizen emails.
3. Broadband. Suggested Darin or Jeff visit with The Chamber about the benefits of broadband and
suggested that a member of The Chamber’s legislative committee be invited to join staff on the
upcoming tour of other cities.
4. North College Pedestrian Gap Funding. Staff is asked to provide a memo in Thursday’s packet.
5. Letter from Bob Kost: Make sure staff responds to letter regarding short term rentals and other things.
6. Natural Areas Update Appreciated the update on land acquisition.
Mayor Troxell had the following comments:
1. Mulberry Corridor. Expressed interest in the City working with the County and CDOT on partnership
opportunities in Mulberry Corridor prior to annexation.
2. Ranch Master Planning. Use of the venue for soccer or other sports might be considered. A semi‐pro
soccer group is looking at Fort Collins as a possible venue.
3. Recognition of Darin. Darin is being recognized in Washington D.C. on Thursday as a Fellow of the
National Academy of Public Administration. He was also nominated for the Governor’s Citizenship
Medal in the category of Public and Community Service, and will receive the award on December 1 in
Denver at the Governor’s residence. He noted that Kim Jordan, New Belgium, is receiving a Citizenship
Medal in the category of Growth and Innovation.
4. Wildlife Management. Mayor Troxell was approached this weekend by a Colorado Division of Wildlife
employee who gave kudos to Daylan Figgs and John Stokes for their wildlife management efforts.
5. Keith Elmund. Mentioned the memorial service this weekend and recognized the legacy Keith left
behind and how Keith was data driven long before the rest of the City.
