Timberline Road PO Box 580 Fort Collins, CO 80522 970.416.2515 fcgov.com Memorandum To: Chief John Hutto From: Crime Analyst Lori Frank Subject: Homeless/Transient Calls October 20 – November 2, 2016 Date: November 3, 2016 The below information depicts police contact activity with the homeless/transient population from the two week period of 10/20/16 – 11/2/16. The data comes directly from the CAD system and is reliant upon the words homeless or transient noted in the call, or as a TRAN (Transient Contact) call type. During this period, officers handled 159 transient/homeless related incidents. This translates to an average of 11 calls per day. This number is likely under-represented as there are many other incidents not classified as TRAN, or have the specific words homeless or transient noted in the call. Of the 159 calls, the most common types were: • Welfare Check • Suspicious Circumstance • Trespass • Disturbance • Assist Other Agency The following highlighted call descriptions are representative of the incidents occurring during this time period: Vehicle Trespass – 600 Block S. Meldrum St. The victim reports that his vehicle was trespassed sometime the previous night in the area of 600 S. Meldrum St. The victim was able to recover some of his stolen property from a transient at Jefferson Park that morning. The victim provided a good description of the suspect and the officer later locates and identifies the transient suspect. A search of the suspect’s property reveals property and cash linking the suspect to two more trespass cases. Methamphetamine is also found on the suspect. He was charged with three counts of First Degree Criminal Trespass, Unlawful Possession of a Controlled Substance, and Second Degree Introduction of Contraband. Transient Contact – Area Around PVH Repeated contacts over multiple days with a known transient. All occurred in the area around PVH due to the suspect’s excessive alcohol consumption. November 10, 2016 TO: Mayor & City Council FROM: Darin Atteberry FYI /sek Obstructing a Passageway/Medical – Remington Parking Garage Officer received a report of a transient male sleeping on the 4 th floor of the parking garage. Officer makes contact and identifies the male as a transient from Minnesota. While the officer is speaking, the suspect keeps passing out, is not alert and delayed in responding to verbal stimuli. Emergency Medical Services (EMS), Fire personnel and additional Police personnel are called to assist. The suspect is cited for Obstructing a Passageway and transported by EMS. The suspect has been contacted many times in recent weeks, and just the day prior was contacted and found to be in the possession of a lady’s handbag, iPad, and various high value electronics. All likely proceeds of vehicle trespasses. Sex Offense – 250 N Mason St. A 16 year old CSU student reported she was riding the MAX bus when a transient male sat next to her and started a conversation. The suspect started to fondle her breasts and legs. After the incident, the suspect gave his name and phone number to the victim. Video reviewed from the incident did not capture the incident due to the angle of the camera; however it does show the victim and suspect getting off the bus. Investigation is continuing. Trespassing/Resisting Arrest/Obstruction/Warrant – Poudre Property Services Employees called about a transient male who was refusing to leave their property. The suspect had been escorted off the property on prior occasions. The suspect was identified and found to have an outstanding misdemeanor warrant from a previous FCPS case. The suspect was contacted as he was rummaging through the dumpster at the business, and scattering trash everywhere. The suspect was uncooperative and acting in a bizarre manner. The suspect attempted to walk away while shoving his hands in his pockets. The suspect refused to comply with verbal commands and was combative when officers attempted to touch him. The suspect was placed into handcuffs and then refused to get into the patrol car. Physical force was required to gain the suspect’s compliance and get him into the car. The suspect was transported to PVH and once medically cleared, he was transported to Larimer County Jail (LCJ) for 2 nd degree trespassing, resisting arrest, obstruction, and the outstanding warrant. The suspect was found with a make-shift sheath and a bike chain that he had wrapped one end with electrical tape to form a handle. The suspect has had 13 police contacts since his arrival to town mid-August of this year. Eleven of those contacts have resulted in a citation or arrest.
