Items Relating to Proposed Outdoor Vendor Requirements
(Second Reading-Ordinance Nos. 079 and 080, 2016)
Amend the City Code and Land Use Code to update property owner and
outdoor vendor requirements. These Ordinances were postponed on Second
Reading (7/5) to allow staff to conduct outreach to P&Z, DBA, and DDA
regarding stationary pads and a food truck mall and report back to Council
at the November 15 meeting.
Adoption of 2017-2018 Budget and Annual Appropriation
Ordinance (Second Reading)
Consideration of the annual appropriation ordinance and setting the City
budget for a two-year period (2017-2018) which becomes the City’s
financial plan for the next two fiscal years.
2017 Utility Rate Ordinances (Second Reading) Adjust the monthly charges for utility services in 2017 to cover operating
costs and necessary capital improvements to existing infrastructure.
Fall Competitive Process (consent-resolution and ordinance) Approve funding recommendations for affordable housing from the 2016
fall cycle of the Competitive Process and to appropriate federal dollars.

Possible Charter amendments Consider possible Charter amendments for inclusion on the April 2017
ballot. At its July 18 meeting, the Council Election Code Committee
discussed the possibility of a Charter amendment that would amend the
date for the certification of the election (from three days to ten days). The
additional time to certify results would permit voters the opportunity to
correct deficiencies with their ballots, such as unsigned return envelopes
and ballots received without a return envelope.

Electric Capacity Fees The purpose of this agenda item is to discuss the new capacity fee model
and to get direction on when the new model and fees should be
implemented. Electric Capacity Fees are required for any new
development and are intended to recover the costs associated with
providing the infrastructure required to serve the new development. The
current model was developed when there was considerable green field
development within the service area so a new model is being developed
with the help of a consultant which is more consistent with the anticipated
redevelopment that will continue to become more common within the
electric service area. City Code requires the City Manager to review such
charges annually and to present the fees to the City Council no less than
biennially (Sec 26-473 (b)). This agenda item will provide an overview of
the new model and how it would impact some typical development fees.
Sign Code Update Review potential amendments to the sign regulations related to
electronic signs in an effort to address aesthetic and safety impacts and
anticipated change in the technology; address constitutional amendments
regarding signage; and, sign coverage restrictions on fuel station canopies.

Adoption of the Downtown Plan, Consider adoption of the Downtown Plan and items relating to short term
plan implementation. The Downtown Plan serves as a guide and inspiration
for budgets, projects, programs, investments, regulations and other efforts
focused in the downtown area will update the vision, policy direction, and
action items for the next 10-20 years. In addition, the new Downtown Plan
will incorporate recently completed planning efforts and studies (e.g., the
Poudre River Downtown Master Plan, the citywide Pedestrian Plan, and the
Bicycle Master Plan) into a comprehensive plan for Downtown Fort
Collins.

Adoption of the Old Town Neighborhoods Plan and Old Town
Neighborhoods Design Guidelines
Consider adoption of the update of the Old Town Neighborhoods Plan and
Old Town Neighborhoods Design Guidelines. The Old Town
Neighborhoods Plan is a combined update of the 1980s Eastside and
Westside Neighborhood Plans and provides a renewed neighborhood vision
and policy guidance related to neighborhood land-use, housing,
transportation, and sustainability. The Old Town Neighborhoods Design
Guidelines are a follow-up implementation item from the 2013 Eastside
Westside Character Study that provides illustrations, ideas, and guidance
on compatible design for home additions and new construction in the
Neighborhood Conservation Medium Density (NCM) and Neighborhood
Conservation Low Density (NCL) zone districts of the Old Town
Neighborhoods.

efforts, completed pilot projects and to seek Council input on planned 2017
NIC projects.
Natural Areas Department Budget and Priorities Review Review the Natural Area Department’s budget and the respective allocation
of resources to land conservation and operations and maintenance.
Time of Use Pilot Study Discuss the results of the pilot study, the follow-up customer survey and
reconciliation, and to discuss what City Council would like staff to do next,

Capital Expansion Fee Updates Review staff recommendations for 2017 updates to the City’s Capital Expansion Fees prior to
bringing the fee updates forward on December 6 for Council adoption.
REGULAR MEETING Purpose of Item
New Downtown Hotel Parking Structure (2Q 2017) City Council adopted a resolution in 2015 instructing the City Manager to execute a
Construction and Purchase agreement to construct a parking structure in partnership with the
proposed Downtown Hotel project. This ordinance will approve as to form various documents
and authorize certain City officials to execute those documents in order to acquire the City’s
portion of the parking structure. There will also be a separate ordinance to appropriate budget
for the purchase and related financing costs. (The downtown hotel project has been delayed by
several months. As a result, the parking structure the City will purchase a portion of has been
delayed by several months as well. The financing ordinance and related actions to fund the
purchase of public parking will be schedule in the second quarter of 2017 as a result.)
Capital Expansion Fees Update the City’s capital expansion fees, which include fire, police, general government, and
transportation.
Brick Stone Appeals The purpose of this item is to consider the appeals filed on October 27, of the Brick Stone
Apartments on Harmony, 201 East Harmony. The appellants and applicants are not available on
November 22. Staff is waiting to hear from both parties regarding their availability on
December 6 and December 27.
