RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, City Clerk Wanda Winkelmann,
and Licensing Coordinator Talisa Gula-Yeast met on Monday, October 31, and the following summarizes the
discussions that began at 7:38 a.m.
November 1 Regular Meeting
The LPT discussed the email received from citizen Cheryl Distaso requesting that the agenda be amended to
make Discussion Item #12 Adopting the Budget the first Discussion Item to allow those who need to leave early
the opportunity to comment. The Mayor will recommend to Council that those citizens who cannot stay for the
budget discussion be permitted to make their comments under Citizen Participation. This change will require a
motion from Council to suspend the rules.
City Manager Atteberry reported he received feedback about the slide presentation for the budget and staff will
add a slide about investments in Neighborhood Livability.
At the conclusion of the Regular Meeting, Council will convene as a General Improvement District (GID) Board to
determine and fix the mill levy for the GID No. 1 and Skyview GID.
Six Month Planning Calendar
City Clerk Winkelmann reports two appeals were received last week for the Brick Stone Apartments and the
appeal hearing must be held by January 10, 2017. The LPT suggested the date of November 22 for the appeal
hearing. Staff will contact the appellants and applicant to determine if they are available on November 22.
A Work Session on Neighborhood Services Highlights was scheduled for May 9, 2017. The LPT requested that
this item be moved to March 14 and includes an update on the Residential Parking Permit Program (RP3).
Assistant City Manager DiMartino requested clarification on Council’s End of Term Report – would they prefer a
review in a Work Session, or shall the Report be just in written format? The LPT requested the latter and stated
the Report needs to coincide with the Council Retreat Priorities identified last year. It was suggested the Council
Priorities Dashboard would be a summary of this information.
It was requested that staff schedule (or at least indicate a quarter) the items on the Unscheduled List: Capital
Expansion Fees and New Downtown Parking.

Other Discussion Items
When emails come to City Council about projects undergoing development review, City Clerk Winkelmann
automatically responds and informs the sender that the Municipal Code limits Council from receiving new
materials about the matter and requires Council to avoid ex parte communications held outside the hearing.
The City Manager is cc’d on these emails.
City Clerk Winkelmann reported staff will be applying for a Grant for Walkablity (as mentioned by Mayor Pro
Tem Horak last week) as part of the FC Moves Program.
Assistant City Manager DiMartino stated a memo will be included in Thursday’s packet to provide an update
from the Ranch Planning Committee about their recent efforts.
In response to a question received at last week’s LPT meeting about the number of employees who use Access
Fort Collins to report problems or issues, Deputy City Manager Mihelich stated the number of cases has
increased from 12-13/month in January to 30 reported cases/month now. The LPT discussed possible efforts to
increase this number, and the importance of building a culture where all employees take responsibility for
reporting items such as graffiti or code violations.
City Manager Atteberry will provide a copy of the article regarding Scion Aviation in Thursday’s packet.
Mayor Pro Tem Horak requested information regarding the BFO Offer for 3D Printing. Staff will include the SAR
response in the Read-Before Packet.
Mayor Pro Tem Horak discussed the following items from the October 27 Thursday packet:
1. Budget for 2017-2018 Sales Tax Revenue. In a Read-Before memo, staff is asked to state the actual
amounts (by fund) included in the $800K excess dedicated fund revenue.
2. Martin Marietta Site Visit. Did the citizen group (Citizens Against Asphalt Toxins – CAAT) receive a copy
of the memo? As a standard practice, staff is asked to cc CAAT them at the bottom of the memo so it is
apparent a copy was sent to them.
3. Homelessness in Boston and Anchorage. Staff was commended for the memo.
Mayor Troxell discussed two memos from Thursday’s packet:
1. West Drake Parkway. Deputy City Manager Mihelich will learn more about the specifics regarding the
maintenance of this specific parkway.
2. Entertainment Districts. It was noted that, once a private party indicates interest in establishing an
entertainment district, staff will bring forward an ordinance.
