Subject: Homeless/Transient Calls October 6 – October 19, 2016
Date: October 20, 2016
The below information depicts police contact activity with the homeless/transient population from the two week
period of 10/6/16 – 10/19/16. The data comes directly from the CAD system and is reliant upon the words
homeless or transient noted in the call, or as a TRAN (Transient Contact) call type.
During this period, officers handled 145 transient/homeless related incidents. This translates to an average of 10
calls per day. This number is likely under-represented as there are many other incidents not classified as TRAN, or
have the specific words homeless or transient noted in the call.
Of the 145 calls, the most common types were:
• Welfare Check
• Trespass
• Disturbance
• Suspicious Circumstance
The following highlighted call descriptions are representative of the incidents occurring during this time period:
Traffic/Obstructing/Resisting/Reckless Endangerment – Old Town Square
A police officer observed a transient riding his bicycle in Old Town Square Plaza, a dismount zone that was full of
pedestrians. The transient was contacted, argued with the officer, fled and refused to stop. The transient was caught
and taken to the ground by the officer, then safely taken into custody and transported to Larimer County Jail (LCJ).
The suspect is a multi-state offender with a criminal history including DUI, harassment, probation violations,
disorderly conduct, aggravated robbery and armed robbery with a firearm.
Camping/Obstructing/Warrant – 135 E Lincoln Ave
Parks Ranger contacted a transient at the Udall Natural Area for camping. The transient fled from the ranger and
was found to have an active warrant for his arrest. Two police officers contact the suspect a short distance away.
The suspect stated he was tired of being arrested for camping. He was arrested for his outstanding warrant and
charged with obstruction and camping.

Disturbance/Warrant – Catholic Charities
The victim reported being assaulted by a male transient. The suspect was contacted and found to have an active
warrant for his arrest. The suspect was transported to LCJ on the warrant and charged with 3
rd
degree assault for
hitting the victim.
Transient/Theft/Trespassing/Hold – 460 S College Ave.
Staff at Mulberry Max liquors reported that a male transient had attempted to steal a bottle of vodka. The suspect
was identified and issued a citation for theft. A short time later, the suspect was reported by the Downtown Library
staff as trespassing in the library. The suspect was contacted again, issued another citation for trespassing and was
placed on an alcohol hold.
