RE: Outreach Efforts to the Landowners Association for Phantom Canyon Ranches
Regarding Recreational Use of Halligan Reservoir
Bottom Line:
Staff provided information regarding past and future recreational uses of the City’s Halligan
Reservoir property in an August 30, 2016 memorandum to City Council. Recreation at Halligan
Reservoir is currently licensed to the Landowners Association for Phantom Canyon Ranches
(“Association”), and as recommended in the above referenced memorandum, the City has
offered the Association an interim exclusive lease for the property while the Halligan Water
Supply Project (“Halligan Project”) permitting process is being completed. Additional
information has been requested pertaining to the City’s past and current outreach efforts to the
Association. In brief, Utilities Staff have met with the Association many times over the past
decade to discuss the Halligan Project, and continue to engage the Association regarding future
recreational uses of the City’s Halligan property. Staff very recently received Association
comments on the proposed interim exclusive lease, and following Staff and legal review of those
comments, recommends additional outreach to the Association from Utilities Senior Staff.
Past and Current Outreach:
Staff generally attends annual meetings of the Association to provide updates on the Halligan
Project. More recently, Staff has met with the Association’s President on multiple occasions
regarding agreements for recreational use of Halligan Reservoir. Staff has also offered to meet
and discuss future recreational uses of the City’s Halligan property with the Association’s
general membership, but have not received an invitation to do so.
Future Outreach:
Staff recommends that once the Association’s comments on the interim exclusive lease have
been reviewed, the City again offer to meet with the Association general membership to discuss
Halligan Reservoir recreation and the Halligan Project in general. It is recommended that future
meetings be attended by more senior Utilities Staff (e.g., the Water Resources and Treatment
Operations Manager or the Utilities Executive Director). City Council approval of the interim
exclusive lease will be necessary.
