RE: City Manager’s Recommended 2017-18 Budget
The Energy Board reviewed a summary of the City Manager’s recommended 2017-18 budget at
our October 6, 2016 regular meeting, focusing on energy- and climate-related offers. The Board
generally supports the recommended offers pertaining to city energy use and climate protection
and wishes to emphasize our support for items near the cut-off line that we believe are critical to
the safe and reliable operation of the municipal electric distribution system as well as to climate
protection:
5.25 “Light & Power - Stray Voltage Testing”
5.27 “Light & Power - Electric Distribution System Corrosion Mitigation”
26.17 “Building Energy Disclosure and Scoring”
The Board also supports the unfunded Offer 7.19 “Customer Service & Administration -
Program Coordinator Supervisor” for conservation programs with the suggestion that Offer 5.26
“Distributed Battery Pilot” be defunded to pay for it. Energy conservation programs continue to
prove to be the most cost-effective ways to reduce greenhouse gas emissions in our community
while City Staff rank the position in Offer 7.19 as their top unfunded means to increase
conservation. Though the Energy Board believes that distributed battery storage will eventually
be needed and affordable on the Ft. Collins distribution system, the pilot proposed in Offer 5.26
is too small to have a significant impact while Light & Power manpower is not available to
conduct this pilot.
