Timberline Road PO Box 580 Fort Collins, CO 80522 970.416.2515 fcgov.com Memorandum To: Chief John Hutto From: Crime Analyst Lori Frank Subject: Homeless/Transient Calls September 22 – October 5, 2016 Date: October 6, 2016 The below information depicts police contact activity with the homeless/transient population from the two week period of 9/22/16 – 10/5/16. The data comes directly from the CAD system and is reliant upon the words homeless or transient noted in the call, or as a TRAN (Transient Contact) call type. During this period, officers handled 183 transient/homeless related incidents. This translates to an average of 13 calls per day. This number is likely under-represented as there are many other incidents not classified as TRAN, or have the specific words homeless or transient noted in the call. Of the 183 calls, the most common types were: • Welfare Check • Trespass • Suspicious Circumstance • Assist Other Agency or Business The following highlighted call descriptions are representative of the incidents occurring during this time period: Theft – Safeway on Harmony A transient stole a pair of sunglasses from the store and ran from the area. He was eventually contacted at the Courtyard Marriott. He was found to have an active warrant, requiring him to serve 26 days in jail for a previous traffic related offense. The suspect has been arrested 7 times in the past year. Theft/Warrants/Drug Paraphernalia – Home Depot on JFK Pkwy Transient attempted to steal a $50 folding knife from the store. He was detained by loss prevention personnel. He had empty baggies and several needles in his possession and claimed to have recently used heroin. He was cited for theft and transported to Larimer County Jail (LCJ) for two outstanding felony warrants. Transient Contact/Violation of Protection Order – Linden Street Bridge A police officer was conducting direct patrol under the Linden Street bridge, as it has become a popular hideout for illegal drug activity. Two transients were contacted, one of which was listed as a restrained party in a protection order to the other. The suspect was transported to LCJ on the protection order violation. October 13, 2016 TO: Mayor & City Council FROM: Darin Atteberry FYI /sek Smoking/Open Container – Oak/College Transient was contacted three separate times on this day at Oak/College. The first contact resulted in a citation for smoking where prohibited. The second contact resulted in a citation for open container. The third contact was from a welfare check due to extreme intoxication. The suspect is new to the Fort Collins area and came here from Boulder. Trespass – Safeway on College Transient was issued a citation for trespassing, and has been cited for misdemeanor crimes 13 times since July of 2016. Transient Contact/Harassment/Criminal Mischief – 118 W Laurel and S. Timberline Transient, who is from Texas, was contacted a total of 11 times on this day. He was called in for suspicious behavior at The Health Zone near the Alley Cat. After numerous contacts and two citations, he was transported to Police Services and issued a third citation. The suspect continued to generate calls for service and began harassing businesses near Police Services. Trespass – Burger King on S. College Transient was reported to be banging on the back door of the business. When officers contact the suspect, he tries to appear delusional and stated he wanted a place to stay and get food. He was cited for trespassing, and as officers were leaving the area, the suspect appeared to have mental health issues. He was placed on a mental health hold and while at the hospital appeared to be answering all of the intake questions accurately. It is believed that this suspect is playing the system and he has become a drain on resources. Transient Contact/Warrants – Eastside Park Two transients were contacted and cited for camping in the park. One of the transients had outstanding warrants and was transported to the LCJ. Warrant Arrest – 818 E. Elizabeth St. Transient was found asleep in the yard, which is also a business. He was arrested on an outstanding theft warrant. Municipal Violation/Warrant Arrest – Oak/College Several transients were sleeping on the sidewalk and landscaping areas at the southeast corner, preventing the Parks Department from doing scheduled maintenance. Five transients were cited for Interference with Public Officers and Camping. One was arrested for an outstanding warrant. All had previous criminal history. Fraud – Macy’s Transient was arrested after trying to obtain a Macy’s credit card in someone else’s name. The suspect had been opening credit cards in the victim’s name for several months. Transient Contact/Burglary/1 st Degree Trespass – 2414 Nancy Grey Ave. A realtor brought a prospective client to the model home at this location. When they entered the home, they were greeted by a transient who told them he had purchased the home. He grabbed the keys and ordered them to leave. The suspect is new to the Fort Collins area and came here from South Carolina. The suspect was found to have broken into the home and a construction excavator nearby. The suspect was arrested and transported the LCJ. The suspect has an extensive criminal history and has violent tendencies.
