Subject: Homeless/Transient Calls September 8 – September 21, 2016

The below information depicts police contact activity with the homeless/transient population from the two week
period of 9/8/16 – 9/21/16. The data comes directly from the CAD system and is reliant upon the words homeless
or transient noted in the call, or as a TRAN (Transient Contact) call type.
During this period, officers handled 191 transient/homeless related incidents. This translates to an average of 14
calls per day. This number is likely under-represented as there are many other incidents not classified as TRAN, or
have the specific words homeless or transient noted in the call.
Of the 191 calls, the most common types were:
• Welfare Check
• Trespass
• Suspicious Circumstance
• Disturbance
The following highlighted call descriptions are representative of the incidents occurring during this time period:
Municipal Violation/Resisting Arrest/Obstructing a Passageway – Oak Street Plaza
City Park Ranger negotiates with 6 transients to break camp and clean up the area so City Parks can do scheduled
maintenance. Two Police Officers were also on scene. One transient became verbally confrontational and
antagonistic. When the suspect refused to produce identification, he was placed under arrest and resisted the
officers. The suspect was transported to the Larimer County Jail(LCJ) for Camping/Obstructing Police/Resisting
Arrest, and was found to be a multistate offender with a history of traffic offenses, felony property crimes, fraud
and identity theft.
Municipal Violations – Oak/Montezuma Fuller Alley
Transient was contacted with a large encampment of trash, used appliances, and food stuff. He was instructed to
remove the items which were blocking public access. He was cited for Obstructing a Passageway, Littering,
Camping, and Theft for his unauthorized possession of several grocery carts from area merchants. He has been
cited 13 times in the past two months. Outreach Fort Collins has tried several times to assist him but he refuses to
take the necessary steps and recommendations that would keep him from committing criminal offenses.

Theft – Enzio’s
The victim reported that her purse was stolen. The suspect description matched that of a known transient who had
already been cited earlier in the evening for stealing tip jars from downtown businesses. The suspect is later
located and had the victim’s items in his pockets. The suspect was booked into LCJ.
Harassment/Disorderly Conduct – The Kitchen
Suspect/Transient was harassing people in Old Town, yelling obscenities at anyone within earshot. The suspect
started calling the female staff working outside some awful names. The suspect was cited for disorderly conduct,
released and told to leave the area. The suspect walked across the street and set fire to the citation he was just
issued, prompting more calls from citizens.
Theft/Welfare Check/Drugs – Safeway, Lemay & Lincoln
Transient female, who appeared to be under the influence of a controlled substance, was reported to have stolen
several items from Safeway. The suspect was contacted, cited and released. The suspect was later contacted
obstructing traffic near a construction site, suffering from an acute case of methamphetamine psychosis. While
waiting for medical assistance, the suspect handed a paper napkin containing methamphetamine to a police officer
on the scene. The suspect was transported to PVH and then to LCJ for Possession of a Schedule II Controlled
Substance.
Alcohol /Indecent Exposure/Resisting Arrest – Old Town Square
Suspect/Transient was contacted after receiving a welfare check request from Outreach Fort Collins. The suspect
was highly intoxicated. He was cited and released. The suspect was then reported to be standing near a storefront
preparing to urinate and exposing himself to customers in the store. The suspect was contacted by officers and
initially refused to cooperate. The suspect was taken into custody and charged with Indecent Exposure and
Resisting Arrest.
Transient Contact – Mulberry/College
Transient was contacted for municipal median violations. He was found to have a felony warrant from Loveland
Police Department, and was transported to LCJ. The suspect’s history includes several serious traffic offenses,
dangerous drugs, assault, theft, forgery, burglary and domestic violence. The suspect claims that by trade, he is an
armed security guard.
Transient Contact/Camping/Drug Paraphernalia – Willow/Linden
While following up on an abandon vehicle/transient camp, officers contact the suspect/transient as he was
rummaging through a shopping cart full of clothing. The suspect had needle tracks on both arms and abscess scars
as well. The suspect admitted to being addicted to heroin and had last used three days prior. Several needles and
marijuana pipes were found in his backpack. The suspect was cited and released. During the contact, the owner of
the abandoned vehicle walked up and became confrontational immediately. The vehicle, which was inoperable and
had expired out of state registration, had been tagged for towing two days prior. The owner admitted to living in
the van. He was given until the following morning to get the vehicle moved, as other transients were gathering
there at night and the trash pile and debris scattered around was mounting.
Trespass – Poudre Valley Laundry
Transient was contacted for sleeping inside the laundromat, which he had previously been trespassed from. He had
an open container of alcohol next to him. He was cited for Trespassing. The suspect has been cited and/or arrested
8 times this year.
