RE: 2017-2018 Budget Comments and Recommendations
The Transportation Board has reviewed the transportation-related offers in the City Manager’s
Recommended 2017-2018 Budget. There are many worthy offers for new and enhanced
transportation and transit services to be balanced against the resources needed for ongoing core
services. The Transportation Board acknowledges the diligence of the Transportation BFO
Team and City Staff in crafting this challenging Budgeting for Outcomes Transportation Budget.
The Transportation Board unanimously supports the recommended budget offers with one
notable exception. The Board strongly recommends that Transfort Sunday Service (Offer 67.11)
be funded in whole. One potential source of funding is utilizing Keep Fort Collins Great funding
dedicated for “other street and transportation needs.”
Attached are the Bicycle Advisory Committee (BAC) recommendations for BFO offers.
Enhancement Offer 3.22: Bicycle Safety and Promotion Programs was not funded; however, the
Transportation Board supports the BAC’s recommendation to fund this program.

Re: BAC Recommendations to support bicycling-related BFO offers
On behalf of the City of Fort Collins Bicycle Advisory Committee (BAC), I would like to offer our
recommendations for several BFO offers put forth for the next budget cycle.
The BAC’s overall purpose is to encourage the adoption of policies and plans that promote safe bicycling
in our city and region. With that purpose in mind, the BAC has listened to presentations on many of the
projects included in this budget, with much discussion around these topics. We support all the FC Moves
offers listed in the budget proposal as they all, either directly or indirectly, enhance safe bicycling in our
community.
In addition to pledging support for all the bicycle-related BFO offers being considered in this budget
cycle, we would like to highlight a few specific offers which we believe have particularly significant
impacts on the future of safe bicycling, multimodal transportation, and the achievement of the Climate
Action Plan goals of the City of Fort Collins. We consider all of these to be important. Please note: these
are not listed in order of priority.
3.23 – ENHANCEMENT: Travel Behavior Survey – is essential to provide direction for our future
transportation and city planning goals related to the Climate Action Plan.
3.7 – ENHANCEMENT: Low Stress Bike Route Design and Construction – provides the physical
foundation for transition to a sustainable, multimodal transportation network.
3.19 - KFCG ENHANCEMENT: All Kids Need Safe Routes to School – ensures top quality training of
our youngsters for the future sustainable transportation mode-shift needed to achieve our
Climate Action Plan goals. This offer ensures long-term implementation of the School Rotation
Schedule through dependable local funding so that it can be fully implemented at current levels
without dependence on grant funding.
3.22 – ENHANCEMENT: Bicycle Safety and Promotion Programs – continues our successful,
community safe bicycling education programs which have been grant-based in the past and
should now receive institutional support in order to ensure continuation and program
sustainability.
