Public Hearing and Resolutions Approving Two Proposed
Metropolitan District Service Plans (framework service plans
only)
Consider the approval of two proposed metropolitan district framework
service plans. One service plan is proposed for Block 23 in Downtown
Fort Collins. Another is proposed for a project located at Harmony Road
and I-25. Both actions pertain to a limited framework service plan. This
approach provides a limited authorization allowing the proposed districts to
move forward with November ballot questions, while preserving and
calling for future review and consideration by the City.

Resolution in support of the Ballot Question Regarding the
Keep Fort Collins Great tax and the Taxpayers’ Bill of Rights
Consider a resolution in support of the ballot question on the November 8,
2016 ballot to confirm the voters intended for the City to collect, keep and
spend all revenues collected as authorized and directed in the 2010 “Keep
Fort Collins Great” ballot question.

Annual 2016 Budget Adjustment Ordinance (First Reading -
consent)
Appropriate expenses related to unanticipated revenue, grants and
unforeseen costs that had not previously been budgeted.
Proposal to enter into an intergovernmental agreement (IGA)
with Larimer County to remit funds for Interstate 25 (I-25)
improvements.
Council adopted Resolution 2015-100 on November 17, 2015, stating its
support for a Larimer County proposal to use a share of County mill levy
funds for Interstate 25 improvements. This action requests council adoption
of an IGA outlining the method in which local funds will be appropriated
and shared back for this purpose.

Update on Homelessness Efforts/Transient Related Issues Reflect on this summer’s activities (including Street Outreach Program),
discuss plans for the upcoming winter season (addressing severe weather),
and provide an update on work that will occur in preparation for next
spring/summer. The City Manager is convening a meeting with service
providers, Police Services, Sheriff Justin Smith, the City Attorney’s Office
and the Municipal Judge to explore options for the next season

Discuss proposed changes to the Water Utility’s Cash-in-lieu rate and raw
water requirements based on a recent study by an outside consultant and
collaborative efforts with the Water Districts”.
I-25 Northern Colorado Improvements (45-60 minutes) Review state and regional efforts underway to accelerate improvements to
I-25 in Northern Colorado and discuss Fort Collins’ role and strategies in
these efforts.

Ordinance (First Reading)
Consideration of the annual appropriation ordinance and setting the City
budget for a two-year period (2017-2018) which becomes the City’s
financial plan for the next two fiscal years.
Utilities Biannual City Code Updates Consider a variety of revisions, clarifications and additions to the City
Code that are housekeeping and routine in nature. This supports Utilities
managing routine City Code updates.
2017 Utility Rate Ordinances (First Reading) Adjust the monthly charges for utility services in 2017 to cover operating
costs and necessary capital improvements to existing infrastructure.

Items Relating to Proposed Outdoor Vendor Requirements
(Second Reading-Ordinance Nos. 079 and 080, 2016)
Amend the City Code and Land Use Code to update property owner and
outdoor vendor requirements. These Ordinances were postponed on Second
Reading (7/5) to allow staff to conduct outreach to P&Z, DBA, and DDA
regarding stationary pads and a food truck mall and report back to Council
at the November 15 meeting.

Land Use Code Update (consent) Bring forward an annual package of various code revisions to the Land Use
Code in order to clarify, revise, add, or otherwise amend the Code as part of
a continuous improvement effort.
Running Deer Natural Area Land Determination Consider the sale of 15 acres of Running Deer Natural Area to Hageman
Earth Cycle (HEC). The property was acquired as part of a larger City
natural area purchase in 1998. HEC occupied the land prior to the City’s
purchase and continues to operate a yard waste drop off and recycled-
materials sales facility on the property and its adjoining private land.
Land Use Code Changes Related to Prairie Dog Management Consider potential changes to a number of Land Use Code requirements
related to the protection, removal, and mitigation of impacts to prairie dog
colonies on development sites.
Capital Expansion Fees Update the City’s capital expansion fees, which include fire, police, general
government, community and neighborhood parks and
transportation.

Noise Code Modifications Provide an update on sound monitoring efforts during the 2016 event
season and process improvements related to noise variance requests, and
seek Council direction whether to proceed with proposed code changes to
the City’s noise ordinance.
Broadband Strategic Plan Provide a review of community outreach and Broadband Strategic Plan
recommendation to City Council.
Possible Charter amendments Consider possible Charter amendments for inclusion on the April 2017
ballot. At its July 18 meeting, the Council Election Code Committee
discussed the possibility of a Charter amendment that would amend the
date for the certification of the election (from three days to ten days). The
additional time to certify results would permit voters the opportunity to
correct deficiencies with their ballots, such as unsigned return envelopes
and ballots received without a return envelope.

Electric Capacity Fees The purpose of this agenda item is to discuss the new capacity fee model
and to get direction on when the new model and fees should be
implemented. Electric Capacity Fees are required for any new
development and are intended to recover the costs associated with
providing the infrastructure required to serve the new development. The
current model was developed when there was considerable green field
development within the service area so a new model is being developed
with the help of a consultant which is more consistent with the anticipated
redevelopment that will continue to become more common within the
electric service area. City Code requires the City Manager to review such
charges annually and to present the fees to the City Council no less than
biennially (Sec 26-473 (b)). This agenda item will provide an overview of
the new model and how it would impact some typical development fees.

New Downtown Hotel Parking Structure (2Q 2017) City Council adopted a resolution in 2015 instructing the City Manager to execute a
Construction and Purchase agreement to construct a parking structure in partnership with the
proposed Downtown Hotel project. This ordinance will approve as to form various documents
and authorize certain City officials to execute those documents in order to acquire the City’s
portion of the parking structure. There will also be a separate ordinance to appropriate budget
for the purchase and related financing costs. (The downtown hotel project has been delayed by
several months. As a result, the parking structure the City will purchase a portion of has been
delayed by several months as well. The financing ordinance and related actions to fund the
purchase of public parking will be schedule in the second quarter of 2017 as a result.)
