HomeMy WebLinkAboutMinutes - Read Before Packet - 9/20/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - September 19, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 19, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, City Manager Darin Atteberry, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, September 19, and the following summarizes the discussions that began at 7:47 a.m. September 20 Regular Meeting A staff report will be given on Air Quality Monitoring in Fort Collins. On a related note, Mayor Troxell reported that Denver conducts water quality testing and is seeking additional information on what testing Fort Collins conducts. A public hearing will be held on the 2017-18 Recommended Budget. Assistant City Manager DiMartino noted a citizen has requested a room be provided for children (they will provide adult supervision) to allow parents to provide comments, thereby enhancing public engagement. The LPT suggested that the CIC room could be used and the door between the CIC and Council Chambers will be kept closed. Council will adjourn this meeting to September 27 for consideration of two proposed metro districts. Six Month Planning Calendar Staff is asked to ensure that the Council priorities (identified at the last Council retreat) are calendared. The updated list of priorities will be provided by the end of September. When the joint Council-ASCSU meeting is scheduled, staff is asked to put the meeting date/time/details on the Six Month Calendar. A Work Session has been added on October 11 to discuss homelessness and transient-related issues. The purpose of the session is to reflect on this summer’s activities (including the Street Outreach Program), discuss plans for the upcoming winter season (addressing severe weather), and provide an update on work that will be going on in preparation for next spring/summer. City Manager Atteberry is convening a meeting with the providers, Police Services, Sheriff Justin Smith, City Attorney’s Office, and Municipal Judge to explore options for the next season. Electric Capacity Fees will be discussed at the January 10 Work Session. Staff is asked to provide more information in the purpose statement. Also, has this item been scheduled for discussion with the Finance Committee? Leadership Planning Team Meeting September 19, 2016 Page 2 of 2 A memo regarding the framework for Short Term Rentals (currently on the Unscheduled Items List) will be included in the Thursday packet. Other Discussion Items: City Clerk Winkelmann discussed two items: 1. The Election Code Committee met last week. Mr. Sportiello attended the meeting and discussed his proposal for redistricting (all Councilmembers are elected every four years). The Committee asked the staff to conduct an analysis of this proposal, consider other redistricting scenarios, and provide this information at the next meeting. 2. Because the voter-approved citizen initiative prescribes the framework for medical marijuana, the City is unable to make amendments to the medical marijuana code without voter approval (and therefore unable to update the City’s code to mirror new State regulations). For the April ballot, staff may propose a question that permits Council to adopt code regulations that are in concert with State regulations. More information on this proposal will be forthcoming. City Manager Atteberry noted: 1. The Board of Realtors, ASCSU, and Dr. Tony Frank (CSU) have expressed interest in being funding partners for a study on U+2. A meeting will be held with these stakeholders to discuss the study, review the scope of work, budget, etc. A copy of the email from Laurie Kadrich regarding previous Council discussion on this topic is attached. 2. He is interviewing candidates for the Bicycle Advisory Committee and will have a recommendation shortly. 3. He discussed the future of remote meetings (members being able to participate via videoconferencing) and the need to be strategic about addressing changing engagement preferences of millennials. He will ask staff to reach out to NLC, PTI, Alliance for Innovation, etc. to explore best practices in this area. The concept of operationalizing co-creation will be added as a topic for discussion with the Futures Committee. Mayor Troxell commented on the following items from the Thursday, September 15 packet: 1. There’s a Better Way. Staff was commended for the recommendations included in the memo. 2. CML Newsletter – Performance Analytics. He noted the City of Fort Collins received an “Excellence Award” for our commitment to collecting, using, and sharing performance data. Mayor Troxell attended: 1. Open Streets Event and commended staff for their work. 2. Regional Wasteshed Coalition Meeting. A map from 2007 was used during the meeting – can a more current map be provided? 3. A recent meeting where the design and fabrication of construction projects was discussed. When the City receives proposals from companies who are proposing innovative new approaches, how are they reviewed? How do we evaluate structural engineering components and determine when, or if, code changes are warranted? The meeting adjourned at 9:25 a.m.
