Timberline Road PO Box 580 Fort Collins, CO 80522 970.416.2515 fcgov.com Memorandum To: Chief John Hutto From: Crime Analyst Lori Frank Subject: Homeless/Transient Calls August 25 – September 7, 2016 Date: September 9, 2016 The below information depicts police contact activity with the homeless/transient population from the two week period of 8/25/16 – 9/7/16. The data comes directly from the CAD system and is reliant upon the words homeless or transient noted in the call, or as a TRAN (Transient Contact) call type. During this period, officers handled 242 transient/homeless related incidents. This translates to an average of 17 calls per day. This number is likely under-represented as there are many other incidents not classified as TRAN, or have the specific words homeless or transient noted in the call. Of the 242 calls, the most common types were: • Welfare Check • Trespass • Suspicious Circumstance • Disturbance The following highlighted call descriptions are representative of the incidents occurring during this time period: Trespass/Obstructing a Passageway – 151 S. College Multiple complaints are received about a transient male sleeping across the wheelchair ramp on the west side of the building. Officer makes contact with the sleeping transient and issues him a citation for obstructing a passageway. Assault/Disarming a Peace Officer – 115 E. Harmony Rd. Transient was going in and out of the business, yelling profanities at staff and customers. Officers make contact with the suspect, and he flees across a canal to another business. He is again contacted by officers, but is combative. An electronic control device was applied, but failed to make contact. The suspect attempts to disarm the officer and use the device on the officer. Physical force is needed to take the suspect into custody. While trying to put the suspect in an ambulance, he kicks two other officers in the face and is eventually sedated. After the suspect was cleared by PVH, he was taken uncooperatively to LCJ in a spit-hood. While in transit to LCJ the suspect smashed his head into the patrol car cage, causing a large laceration. He was transported back to PVH for this new injury. He was charged with open container, theft, disorderly conduct, resisting arrest, obstruction, attempt to disarm a peace officer and assault on a peace officer. Setember 15, 2016 TO: Mayor & City Councilmembers FROM: Darin Atteberry FYI /sek Municipal Violation – Old Town Library Individuals are reported camping on the north lawn of the park. Two transients were contacted in their sleeping bags. The transients told officers they do not like the local shelters. Both were cited for camping. One of the transients was verbally hostile toward officers, but later returned to the officers and apologized for his behavior. Drugs – 4045 S. College Officers contact two transients rummaging through the dumpsters near Barnes and Noble. One suspect had multiple warrants for his arrest and search of his belonging revealed 1.3 grams of methamphetamine and several hydrocodone pills. He was transported to LCJ for the warrants and possession charges. Menacing/Oak Street Bathrooms A citizen walked out of the bathroom and was confronted by a known transient. The transient, who thought the victim was eyeballing his girlfriend, pulled out a knife and held it against the victim’s throat. The suspect was arrested and transported to LCJ for felony menacing. Suspicious Circumstance/Drugs – 112 Oakridge A male and female are reported passed out in a running car at this address. The female had a needle still stuck in her arm. Both individuals are contacted, but do not need medical attention. Several needles and associated paraphernalia were observed and search of the car revealed a realistic looking BB gun and additional pipes and needles. They were cited for drug paraphernalia. Assault/Weapon – Catholic Charities One transient is reported to have assaulted another transient, attempting to choke him unconscious. The suspect is a person of interest to the FBI Terrorist Screen Center. The suspect was taken into custody and denied consent to search his vehicle. A K9 alerted to the presence of controlled substances in the vehicle and subsequent search revealed an AR15 with an attached 37MM gas launcher hidden in the back seat. The suspect was transported to LCJ and charges with second degree assault and possession of an illegal weapon.
