HomeMy WebLinkAboutMinutes - Read Before Packet - 9/13/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - September 12, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 12, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, September 12, and the following summarizes the discussions that began at 7:44 a.m. September 13 Work Session A review of the 2017-18 Recommended Budget will be conducted, with the outcome areas Environmental Health, Economic Health, and High Performing Government presented. A conversation ensued about the Community Dashboard and how the BFO process drives results. The LPT discussed the importance of including a slide in the presentation about results (in the context of where we’ve been, where we are now, and where we are headed). Additionally, as part of the future work, a session will be scheduled with the Finance Committee to discuss the City’s approach to measuring the effectiveness of the budget offers in supporting the Strategic Objectives. September 20 Regular Meeting The LPT reviewed the draft agenda for September 20. Second reading of the Community Recycling Ordinance will be on the Consent Agenda. As was noted during first reading, staff was commended for the work on this item and it was requested that a Plan-Do-Check-Act (PDCA) process be conducted so that positive examples can be provided of an effort that went well. Six Month Planning Calendar A resolution supporting the KFCG sales and use tax ballot question will be added to the October 4 Regular Meeting. Staff is asked to determine when Wildlife Management Guidelines will be scheduled for Council’s consideration at a Regular Meeting. Due to meetings being held about the Baldrige Site Visit, the LPT meeting for September 26 will be canceled and will be held on September 25. An email will be going to Council in preparation for the site visit. It was suggested that staff provide examples of ordinances that have changed during the process of Council adoption as one way to illustrate Council’s commitment to listening to customers. Leadership Planning Team Meeting September 12, 2016 Page 2 of 2 Other Discussion Items: City Clerk Winkelmann discussed the Work Session Summary on Entertainment Districts and asked for LPT’s preference to bring forward a proposed framework now or wait until an application for an Entertainment District has been received. The LPT requested a framework be brought forward now; however, it was stressed that staff provide more basic information about Entertainment Districts – what they are, the attributes of Entertainments Districts to the community, etc. so that a higher level policy discussion can occur. Deputy City Manager Mihelich reported that interviews for the Cultural Resources Director are occurring over the next several weeks. City Manager Atteberry stated the 9/11 event hosted by Poudre Fire Authority was excellent. Mayor Pro Tem Horak commented on the following items from the Thursday, September 8 packet: 1. Land Stewardship Board memo. He plans to meet with the Chair of the Board to discuss the conclusions in the memo. 2. Open Streets Event. Prior to scheduling these events, staff is asked to ensure that the Councilmember whose districts the event is occurring will be in town and available to participate. 3. Transfort Memo. Staff is asked to use the City’s “standard” memo format to ensure branding is consistent throughout the organization. Mayor Pro Tem Horak stressed the importance of involving the impacted neighborhoods regarding discussions about the new stadium and parking on game days, events, etc. Mayor Troxell: 1. Met with Wellington Mayor Jack Brinkhoff and Commissioner Tom Donnelly to talk about transit in Wellington. Mayor Troxell suggested a meeting with the Wellington town manager and City Manager Atteberry to explore this further. 2. Discussed community concerns regarding radio frequency emissions with Commissioner Donnelly. Staff has asked for County and state opinions on the effects of these emissions. 3. Participated in the FORTitude Announcement Lunch. 4. Gave kudos for the Business Appreciation Breakfast held September 7. 5. Toured the Music District, which is a great facility. 6. Appreciates the Cultural Resources Board’s efforts to broaden their focus on cultural events in Fort Collins. 7. Visited the Gregory Allicar Museum of Art and encourages everyone to visit. The meeting adjourned at 8:59 a.m.
