RE: Innovative Energy Efficiency Projects Support
This memo is in response to Mayor Troxell’s question at the August 22 Leadership Planning
Team meeting requesting further details on developers regarding “out of the box” projects that
could qualify for energy efficiency rebates. Staff is asked to consider if there are barriers
(regulatory requirements, guidelines, etc.) that prevent a project from being moved forward;
specifically, “…one developer reported being referred to CSU after talking with a staff member.
Could City requirements be reconsidered so that atypical projects/efficiencies be approved?”
Bottom Line:
Fort Collins Utilities Resource Conservation - Energy Services offers several incentive programs
that support progressive projects. These include the Integrated Design Assistance Program
(IDAP), prescriptive rebates, custom rebates, and solar rebates.
Summary:
IDAP is for commercial new construction and major renovation, although it has included
multifamily and large single family developments. These projects set a minimum
beyond-code energy target, then design and build to those targets with financial and
technical assistance from Utilities. Over 30 Fort Collins high performance building
projects have participated in this program. It’s important that these projects apply for
IDAP early in the design process. Information can be found at www.fcgov.com/idap .
Prescriptive rebates are available for component improvements in the energy efficiency,
such as lighting, cooling, building envelope, food service, grocery, information
technology office solutions, motors, and water efficiency.

Rebates for custom measures, not on the prescriptive list, are also available. Custom
rebates allow for more “out of the box” efficiency solutions. Information about the

Rebates are also available for photovoltaic (PV) systems. See

Utilities Energy Services Engineers can provide technical support, utility data analysis,
and/or can simply help project members brainstorm ideas. Utilities also have contracts
with additional energy service companies that provide additional support and expertise in
specialized areas. Staff works regularly with the Building and Planning departments to
identify and review regulatory barriers to efficiency projects, both retrofit and new. In
addition, the City’s green building coordinator, Tony Raeker (traeker@fcgov.com ), can
assist project developers connect with the appropriate entities from City departments in
addition to Utilities.
