Gertig, Utilities Executive Director FROM: Jon Haukaas, Operations Manager - Water Engineering & Field Services Owen Randall, Chief Engineer RE: Update on Michigan Ditch project Bottom Line The construction of the Michigan Ditch Tunnel project is on/under the projected budget, however the schedule has been extended by approximately three weeks due to the hardness of the rock excavation. The tunneling has progressed well past the half way point; as of 8-31-2016 they had reached 483 feet of the 760 feet total length. Inlet and outlet headwall work has been advanced from October to August to create efficiencies and hold closer to the anticipated final completion schedule. Current completion date is estimated as November 6. Budget The initial budget approved for the Michigan Ditch Tunnel project is $8,216,695. We expect the expenses for consulting services to increase slightly due to the need for additional analysis and oversight as the project has encountered unanticipated rock conditions and adjustments were made. We also advanced several related portions of the project and perform work in the summer months rather than in the late fall. While the tunneling timeline has extended, advancing these other components and other efficiencies developed throughout the project is anticipated to bring the project to completion under budget. The initial completion date was anticipated to be October 18. This was based on being able to mine at a rate of 20 feet per day. The progress has varied from 1 foot per day to 20 feet per day (see progress graph below). The center section of the tunnel is furthest from the investigation bores and has a lower confidence level of detail. As the tunneling progresses, it will merge back into the alignment of our investigatory bore and we can anticipate progress similar to the beginning of the tunnel with a high degree of confidence. The project has experienced a number of mechanical related delays over the past week. Another lens of hard rack, the need to replace the gauge cutters (the outer rock cutting wheels), and the need for additional service on the generators all contributed to extended down time. The revised schedule has the tunnel completed and ready for the delivery of water on November 6.
