HomeMy WebLinkAboutMinutes - Read Before Packet - 9/6/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - September 6, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 6, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, Graduate Management Assistant Jackson Brockway, City Attorney Carrie Daggett, Council Agenda Coordinator Sara Gonzales, and City Clerk Wanda Winkelmann met on Tuesday, September 6, and the following summarizes the discussions that began at 7:02 a.m. September 6 Regular Meeting Regarding Consent Agenda Item #7 EPIC Therapy Pool Repair and Tile Replacement Appropriation – did this go to the Parks & Rec Board for discussion/feedback? What is the remaining balance of the Parks & Rec Reserve fund after this expenditure? The item noted above contains $6,000 for Art in Public Places (APP). Discussion ensued about the APP policy and whether projects like repairs should have the APP contribution associated with them (since APP projects are funded with the initial construction). Staff is asked to prepare a public memo based on the previous legal response regarding the portion owed by Timnath for the Boxelder Creek Flood Mitigation Project (Discussion Item #13). What are the repercussions if payment is not made? Staff was commented for the tables included in Discussion Item #14 – Community Recycling Ordinance. Six Month Planning Calendar An adjourned meeting will be scheduled for September 27 for a discussion regarding proposed Metro Districts (in response to request for the formation of two new Metro Districts – the first at Block 23 in Downtown, the second at Harmony and I-25). In advance of this meeting, staff is asked to resend a previous memo that provides the history/background, location, and purpose of Metro Districts. An update was provided on the following items from the Unscheduled Items list: 1. Wildlife Management Guidelines. Staff will provide a report to Council, then will bring actions forward for Council’s consideration at a Regular Meeting. 2. Running Deer Natural Area Land Determination. Staff is developing a Concept Plan over the next month and will bring this forward for Council action in November or December. Leadership Planning Team Meeting September 6, 2016 Page 2 of 3 3. Short Term Rentals. A memo will be included in the September 15 Thursday Packet that details the next steps and timeline for Council consideration and asks whether Council would like another Work Session on this topic or if it’s ready for formal consideration at a Regular Meeting. Johnny Olson, CDOT Regional Transportation Director, will attend the October 25 Work Session on I-25 Northern Colorado Improvements. Other Discussion Items: City Clerk Winkelmann noted: 1. Citizen Mike Sportiello expressed his appreciation for the Mayor’s letter regarding his alternative plans for redistricting and wondered about the “next steps” for Council’s consideration of his options. As Mr. Sportiello suggested, the LPT recommends he attend the next Election Code Council Committee meeting (September 14) to discuss his ideas further. 2. The City Clerk staff will be using the Training Room in the Operations Services building for the next Election Processing Center. Staff conducted a mock trial last week to finalize the layout of the room. Assistant City Manager DiMartino: 1. Noted a request from ASCSU to have a joint meeting with City Council (which has been done in the past). Staff will work out the details to schedule the meeting. 2. Attended the first stakeholders meeting of the Larimer County Ranch Events Center Master Planning Process. The vision for potential expanded uses was reviewed. Connecting with neighboring properties was a topic of discussion (such as the airport, etc.). Materials from the meeting will be sent to Council. Deputy City Manager Mihelich reported: 1. Staff is meeting next week to discuss parking in neighborhoods related to stadium events. Options and public engagement will be explored. 2. An update will be provided on Thursday regarding the Prospect/College Intersection. The update will include modifications to the preferred plan and how the modifications impact levels of service (such as lane widths, etc.). City Manager Atteberry discussed: 1. The additional study requested regarding U+2. The LPT suggested that this discussion be held during the October 11 Budget Work Session when Neighborhood Livability and Social Heath is reviewed. Mr. Atteberry will continue to have discussions with other possible funding partners (such as CSU). 2. Staff will provide a packet to Council that contains the recommendations from boards and commissions regarding BFO offers. Also included will be a matrix that lists the board or commission recommendation and if it is included in the City Manager’s recommended budget. 3. Street Outreach Program. It was suggested that more frequent updates be provided that lists the impacts of the Program. Discussion ensued about the ongoing need to evaluate our toolbox and seek actionable solutions to protect the quality of our downtown. Mayor Pro Tem Horak commented on the following items from the Thursday, September 1 packet: 1. Email from Chad Mickelson about Downtown Issues. Staff will respond in a SAR. 2. Natural Areas Acquisitions. The LPT expressed the importance of keeping an open dialogue with Timnath regarding trails, opportunities to partner on GOCO grants, funding for I-25 improvements, etc. Leadership Planning Team Meeting September 6, 2016 Page 3 of 3 3. LRC Agenda/Minutes. It was requested that the City Manager provide a memo describing how the City supports government relations (state and federal) in the terms of staff support and coordination. 4. “There’s A Better Way” Program. Could a similar program work in Fort Collins? 5. Outdoor Wood Burning. Kudos to staff for the information provided and the work on the pending assessment that will be forthcoming. Mayor Pro Tem Horak: 1. Read an article in Sunday’s Denver Post about Guzman Energy that buys renewables (solar and wind projects) and sells electricity to cities on long term contracts. A copy of the article will be included in the Thursday packet. 2. Requested information about the possibility of a dedicated sales tax to pay for parking structures in Downtown. What are the options? Mayor Troxell: 1. Is meeting with Wellington Mayor Jack Brinkhoff this week to discuss transit issues. It was suggested he discuss Community Separators with Mayor Brinkhoff. 2. Gave kudos to staff for the memo regarding Net Metering Programs. He will provide a copy of the memo to Congressman Polis. 3. Has a scheduled a meeting with several citizens to discuss Broadband. The meeting adjourned at 9:30 a.m.
