HomeMy WebLinkAboutMinutes - Read Before Packet - 8/30/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - August 29, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: August 29, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, August 29, and the following summarizes the discussions that began at 7:30 a.m. August 30 Adjourned Meeting/Work Session Staff was commended for the agenda materials related to Discussion Item #1 Submitting a Ballot Question for the November 8, 2016 Election. City Clerk Winkelmann reported a Notice of Ballot Title Protest was filed by Eric Sutherland, so a hearing will be held on the protest prior to Council’s consideration of the resolution submitting the ballot question. Regarding the Work Session topic Climate Action Plan Process: 1. Staff has developed the slogan “Road to 2020: Forging an Efficient Future” as a way to be more inclusive of the program. The LPT requested that the new language be used in the budget (and not use the acronym “CAP”). 2. It was pointed out that the dollar amounts involved in this effort (as described at the top of page 5 of AIS) include projections that three-four thousand homes will implement energy efficiency upgrades over the next 15-25 years (equating to $30-45M in investment). 3. During the presentation, staff is asked to highlight the hard measures the City is using to gauge success, such as measuring emissions, etc. What other communities use similar metrics? The third Work Session topic is Managing Traffic Congestion. Staff was commended for the quality materials presented. During the presentation, staff is asked to state how traffic congestion contributes to greenhouse gas/ozone. In a future memo, staff is asked to provide a more detailed explanation of the impacts of congestion on greenhouse gas and ozone. September 6 Regular Meeting The LPT reviewed the draft agenda for September 6. As a reminder, for the items relating to the Avago Reimbursement and Woodward Reimbursement, staff is asked to include in the AIS the information that includes business assistance package employment verifications. It was requested that a map be included in the agenda materials for the items relating to Horsetooth Foothills Land Conservation Project. Leadership Planning Team Meeting August 29, 2016 Page 2 of 3 For the item assigning the City’s Private Activity Bond Capacity to the Colorado Housing Finance Authority, it was requested that staff provide context of how this fits into the overall affordable housing conversation. How does this coincide with the state and federal monies received for affordable housing? It was requested that the AIS for the Community Recycling Ordinance include staff’s recommendation. The ordinance will be presented with blanks that Council will fill in during the motion. Conversation was held regarding the Income Qualified Rate (IQR) Pilot Study. The LPT requested that this item be put on the consent agenda to postpone indefinitely so that the Finance Committee can discuss options at a future meeting. The City Manager will discuss this in his 1:1’s with Councilmembers. Six Month Calendar When will the following items from the Unscheduled Items list be coming forward? 1. Wildlife Management Guidelines. 2. Running Deer Natural Area Land Determination. 3. Short Term Rentals. Other Discussion Items: Deputy City Manager Mihelich reported: 1. Aerial spraying at foothills Natural Areas will be conducted for weed abatement. Staff will provide this information to the six neighbors in the area via face-to-face contact. 2. Automobile dealerships are pulling out of the I-25/392 corridor. City Manager Atteberry discussed: 1. A citizen’s email about behavior in the Avery Park neighborhood. Staff is exploring this further. 2. Clint Skutchan, Executive Director of Fort Collins Board of Realtors, has expressed interest in becoming a funding partner for the additional study requested regarding U+2. 3. The presentation to the PFA Board about a 9/11 memorial. 4. A SAR response will be forthcoming regarding a neighborhood meeting held with the Sheely residents to discuss the RP3 program. In the SAR, staff will explain the intent of the meeting was to explore options with residents to discuss improvements; instead, residents received the message that changes were being made without their feedback. Staff will also discuss the lessons learned. The Sheely residents would also like to know how the City/CSU will address game day traffic. Mayor Pro Tem Horak commented on the following items from the Thursday, August 25 packet: 1. Neighborhood Connections Update. For the next update, please include a map of the pilot neighborhoods. 2. Scientific and Cultural District. If this tax passes in November, what difference will it make to Fort Collins? What is the range that could be used for Fort Collins facilities/departments, such as the Lincoln Center, Museum of Discovery, etc.? What entities will be impacted? 3. Visit Fort Collins. For future updates, please use tables/bar graphs to present the numbers. It was suggested that Cynthia Eichler/Visit Fort Collins could be nominated for the Governor’s Award for Outstanding Tourism (an article on these awards was included in CML’s August 19 newsletter). 4. APP Memo. Please describe the current process that is used to select artwork. Leadership Planning Team Meeting August 29, 2016 Page 3 of 3 Mayor Pro Tem Horak noted the aforementioned CML newsletter also includes: 1. Recycling Funding, Rebates Available. Staff is asked to explore these opportunities. 2. Call for Conference Session Proposals. The deadline to submit proposals is September 2. Mayor Troxell: 1. Attended a Wasteshed Meeting last week. The group has a defined purpose and strong framework. 2. Attended the Road to 2020 event with former Governor Bill Ritter in attendance and gave staff kudos for organizing the event. 3. Requested follow-up on the road median maintenance concerns. When will the rocks and other debris on College Avenue be cleaned up? The meeting adjourned at 8:58 a.m.
