RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, Deputy City Manager Jeff Mihelich, Assistant City Manager
Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, August 15,
and the following summarizes the discussions that began at 7:37 a.m.
August 16 Regular Meeting
On the Discussion Agenda Item #26, Council will consider a code amendment to implement a two-year Income-
Qualified Rate (IQR) study. IQR is a discount rate structure for qualified low-income households for electric,
water, and wastewater utility services.
The agenda will be amended to include adjournment to August 23 for possible consideration of an Executive
Session for legal advice pertaining to the TABOR issues/KFCG sales tax.
Six Month Calendar
The order of items for the August 23 Work Session will be:
1. Railroad Issues
a. Grade Separated Railroad Crossing Prioritization
b. Vine/Lemay/BNSF Project
2. Broadband Strategic Plan
During the August 30 Work Session on Managing Traffic Congestion in Fort Collins, staff is asked to highlight the
traffic management that is done in real time, such as adjusting traffic lights in the event of an accident and using
Bluetooth capabilities.
Other Discussion Items:
Assistant City Manager Kelly DiMartino reported on the transition plan to re-brand the “Climate Action Plan” in a
way that communicates the benefits and tangible outcomes of the City’s efforts to reduce emissions 20% below
2005 levels. In the interim, staff will use “Road to 2020: Forging our Efficient Future” to discuss these efforts
and a new, permanent brand will be forthcoming in the next two-three months.
Deputy City Manager Mihelich reported on:
1. Staff provided a copy of the draft recycling ordinance to the waste haulers. To address concerns raised
by the haulers, staff will be making amendments to the ordinance in preparation for Council’s
consideration of the ordinance at the September 6 Regular Meeting.

2. Road work on College Avenue. While some areas of College Avenue are much improved, an article in
today’s Coloradoan noted the frustration on the part of business owners and residents who work/live
near College and Laurel. For a Thursday packet memo, staff is asked to describe the specific project in
this construction zone and provide an update when the project is expected to be completed.
3. In the next several weeks, staff will provide an update on the College and Prospect intersection.
City Attorney Daggett stated that both the Election Code Committee and the Ethics Review Board meet in
several weeks to continue their discussions about possible code amendments.
City Clerk Winkelmann reported that the Special Council Finance Committee Meeting will be held on Thursday,
August 18 at 8:30 a.m. at Police Services. Staff is asked to ensure this information is available online.
Mayor Pro Tem Horak commented on the following items from the Thursday, August 11 packet:
1. Water Conservation Report. Kudos to staff for a well-done report.
2. Scientific and Cultural Facilities District. How much tax would be collected if the ballot measure passed?
What impact would this have on the City’s budget? Who is advocating for the tax?
3. Sportiello Letter re: Redistricting. Staff is asked to review Mr. Sportiello’s options and provide feedback.
4. Nature in the City. Staff used the term “Outreach” to describe their upcoming participation on a panel
that will focus on natural resource protection and access to nature. Outreach is more about talking to
our citizens or learning from others.
5. Update on Boxelder Basin Regional Stormwater Authority (BBRSA) Floodplain Mitigation. In the memo,
staff notes the FEMA formal approval process of the map revision will occur in mid-2018 or early 2019,
which impacts those who have projects in the area. In future updates, staff is asked to highlight the
impacts caused by the FEMA approval process.
6. Elizabeth and Shields Underpass. Kudos to staff for the work on this project. For a future Thursday
packet, staff is asked to describe the review process that is required for the underpass, and what CSU
has agreed to if it exceeds what is required.
7. City Manager’s Update. The information provided on page 10 Colorado State Project Coordination
needs to include the underpass at Elizabeth and the project at College and Prospect.
Mayor Pro Tem Horak:
1. Attended an MPO finance subcommittee meeting for the funding of I-25. Staff is asked to ensure that
contacts are made with representatives from CDOT, Larimer County, etc. to ensure discussions are being
held regarding respective entities’ participation in funding and planning for I-25. It was requested that
staff also attend these subcommittee meetings.
2. Was contacted by a citizen regarding the Lincoln Center, specifically about the lack of parking and the
fees set for events and rentals. Deputy City Manager Mihelich stated that the new Cultural Resources
Director will take a look at these issues. Recruitment for that position is currently underway.
3. Forwarded an email to the City Manager from a citizen concerned about the lack of local composting.
This will be addressed in a SAR.
Mayor Troxell:
1. Gave kudos for the sports tourism presentation given by Triple Crown Sports at the Futures Committee
last week. It was suggested that the presentation be shared with staff members in Parks and Recreation
and Visit Fort Collins.

2. Had a conversation with a mobile food truck vendor this weekend. The vendors are exploring the
logistics behind the development of a food pod.
3. Toured the football stadium at CSU. Over 500 people are working on the site.
4. Received emails from citizens regarding the program in Albuquerque that provides day labor jobs to
individuals who are homeless. Staff is asked to explore if a similar approach could be a part of Fort
Collins strategy to reduce homelessness. How effective is this program? How is effectiveness
measured? What are the legal implications involved in this type of program?
5. Reported on a citizen concern about the debris in the medians along College Avenue and weeds in
medians in other areas.
6. Discussed the Thursday packet memo regarding the Undeveloped Park in Northeast Fort Collins. He
stated his original inquiry concerns an area off Douglas Road (near the pumps) that does not have any
trees.
7. Gave kudos for the Thursday packet memo on the Net Metering Program. He plans to share this
information with Congressman Polis (who attended a recent PRPA meeting).
8. Attended NewWest Fest on Saturday and thought it was a great event.
