dollars, beginning January 1, 2017, to build, improve, maintain, and operate
a treatment and detox facility for mental health, alcohol and drug abuse,
and associated support services in connection with this facility.

method of holding a young offender accountable by facilitating a meeting

Railroad Issues:
1. Grade Separated Railroad Crossing Prioritization (30
minutes)
Discussion regarding the effects of the railroad capital improvement
projects completed in Greeley, and priority locations for grade separated
crossings at railroad crossings in Fort Collins.
2. Vine/Lemay/BNSF Project (45 minutes) Discussion of the Alternatives Analysis where Realigned Lemay Avenue
crosses the Burlington Northern Santa Fe (BNSF) railway and Vine Drive.
Seek Council approval for the Staff recommendation of the Preferred
Alternative. Other topics: project benefits, design and construction
schedules, and funding scenarios.
Broadband Strategic Plan Discussion and presentation of feasibility work to date and next steps.

Climate Action Plan Progress ( 60 minutes) 1. Review the elements of the Climate Action Plan and the draft roadmap
to achieve the 2020 goals of a 20% reduction in greenhouse gas
emissions below 2005 levels;
2. Share examples how the initiatives associated with the Climate Action
Plan benefit families, small businesses, and all community members;
3. Illustrate how the City has creatively funded residential energy
efficiency (evolution of on-bill financing from City funded to 3rd party
funded) and the scalability of these funding models as other programs
mature and are vetted;
4. Describe how other communities are funding climate-related work;
5. Review the overall next steps, including the process for finalizing the
2020 roadmap, including messaging and engagement strategies around
climate action.
Wildlife Management Guidelines Review) and Potential Land
Use Code Changes Related to Prairie Dog Management (60
minutes)
Review Natural Area Department’s “Wildlife Management Guidelines”
that were last reviewed by City Council in 2008. While the Guidelines
pertain to wildlife on City-owned natural areas, the review will be oriented
in particular to prairie dog management. Staff will also discuss potential
changes to a number of Land Use Code requirements related to the
protection, removal, and mitigation of impacts to prairie dog colonies on
development sites.
Managing Traffic Congestion in Fort Collins (60 minutes) Review of current and historic traffic congestion conditions in Fort Collins
and discussion of policies, efforts and plans underway to help mitigate
problem areas.

I-25 in Northern Colorado and discuss Fort Collins’ role and strategies in

Consideration of the annual appropriation ordinance and setting the City
budget for a two-year period (2017-2018) which becomes the City’s
financial plan for the next two fiscal years.
Utilities Biannual City Code Updates Consider a variety of revisions, clarifications and additions to the City
Code that are housekeeping and routine in nature. This supports Utilities
managing routine City Code updates.
2017 Utility Rate Ordinances (First Reading) Adjust the monthly charges for utility services in 2017 to cover operating
costs and necessary capital improvements to existing infrastructure.

Items Relating to Proposed Outdoor Vendor Requirements
(Second Reading-Ordinance Nos. 079 and 080, 2016)
Amend the City Code and Land Use Code to update property owner and
outdoor vendor requirements. These Ordinances were postponed on Second
Reading (7/5) to allow staff to conduct outreach to P&Z, DBA, and DDA
regarding stationary pads and a food truck mall and report back to Council
at the November 15 meeting.

Noise Code Modifications Provide an update on sound monitoring efforts during the 2016 event
season and process improvements related to noise variance requests, and
seek Council direction whether to proceed with proposed code changes to
the City’s noise ordinance.
Broadband Strategic Plan Provide a review of community outreach and Broadband Strategic Plan
recommendation to City Council.
Possible Charter amendments Consider possible Charter amendments for inclusion on the April 2017
ballot. At its July 18 meeting, the Council Election Code Committee
discussed the possibility of a Charter amendment that would amend the
date for the certification of the election (from three days to ten days). The
additional time to certify results would permit voters the opportunity to
correct deficiencies with their ballots, such as unsigned return envelopes
and ballots received without a return envelope.

New Downtown Hotel Parking Structure (2Q 2017) City Council adopted a resolution in 2015 instructing the City Manager to execute a
Construction and Purchase agreement to construct a parking structure in partnership with the
proposed Downtown Hotel project. This ordinance will approve as to form various documents
and authorize certain City officials to execute those documents in order to acquire the City’s
portion of the parking structure. There will also be a separate ordinance to appropriate budget
for the purchase and related financing costs. (The downtown hotel project has been delayed by
several months. As a result, the parking structure the City will purchase a portion of has been
delayed by several months as well. The financing ordinance and related actions to fund the
purchase of public parking will be schedule in the second quarter of 2017 as a result.)
Running Deer Natural Area Land Determination Consider Roger Hageman’s, Hageman Earth Cycle (HEC) proposal to purchase approximately
15 acres of land. This land was purchased along with the land for the Running Deer Natural
Area. Since it was purchased, Natural Areas has been leasing this land to HEC for the operation
of a yard waste/organic material recycling business.
