HomeMy WebLinkAboutMinutes - Mail Packet - 7/19/2016 - Information From Darin Atteberry Re: Minutes From Csu Stadium Advisory Group (Sag) Meeting - June 13, 2016Jennifer Lobermeier | Administrative Support for Stadium Advisory Group | 970-491-2359 | Jennifer.Lobermeier@colostate.edu Stadium Advisory Group June 13, 2016 5:30 p.m. – 7:30 p.m. Lory Student Center 304-306 Agenda:  5:35 p.m. Meeting called to order  Public Comment – no public comment was made.  Construction Update – Fred Haberecht, CSU Assistant Director of Facilities Management and Campus Planner, and Doug Wilson, Director and Project Field Manager, ICON Venue Group. o Stadium update: Approx. 1 year until substantial completion (June 9, 2017). Construction is on schedule. Current challenges include enclosing the west tower closed by October and Whitcomb sanitary line being slightly off schedule due to unexpected issues underground. July 15-17, 2016 closure of Prospect & Whitcomb, door-to-door updates will begin next week along Whitcomb St. Construction will relatively be shut down during CSU move-in August 17 & 18. o CSU construction update: Aggie Village – Completed: 973 beds. Parking structure to be completed by July. Prospect Underpass to be completed by August. Biology, Chemistry, Stadium, CSU Health & Medical Center all will be completed in 2017. Biology steel completed. CSU health and medical center – steel to begin within the next two months. Chemistry first two floors completed.  Proposed Shields Underpass Presentation – CSU and City of Fort Collins joint presentation by Fred Haberecht of CSU and Tim Kemp, City of Fort Collins Capital Projects Engineer o Presentation of history, planning efforts to date, data interpretation, feasibility study, and conceptual design for the proposed Shields Underpass. Studies showed significant need for safety improvements, operational improvements, and congestion and conflict points through multiple modes of vehicles (bicycles, pedestrians, and motor vehicles) at Elizabeth St. and Shields St. which is also the heaviest vehicular/bike/pedestrian corridor in City of Fort Collins. City of Fort Collins’ Bicycle master plan, Top Tier Project, West Central Area Plan, Student Housing Action Plan influenced the proposed underpass. Study of crossings along Shields St. from Laurel St. to Lake St. Focus on safety by improving access between campus and the surrounding businesses and neighborhoods on a daily basis and during events on campus. o Proposed At-Grade Intersection improvements – now required by IGA – were identified before the Stadium construction began and are independent from the stadium. They were identified as issues 365 days a year. o Fred and Tim Kemp discussed concerns regarding side of the proposed underpass, separating pedestrian and bicycles, if the proposed underpass is confirmed to be constructed as the design is conceptual. Multiple steps need to be taken in order for the proposed plan to be passed.  Colin Gerety (SAG member) gave a presentation on the proposed underpass and discussed his concerns as a Campus West business owner. Colin noted there were issues that would be created by an underpass at Shields and Elizabeth including left-turn access to Campus West Shops and Elizabeth. SAG members discussed concerns for what SAG is to address and provided their feedback.
