RE: The City’s involvement and support of Coalition for the Poudre River
Watershed (CPRW), as reported in the 2015 Drinking Water Report.
Bottom Line: CPRW has been instrumental in helping the City and other stakeholders engage in
post-wildfire restoration and planning for future wildfires. They continue to provide a service
that is not otherwise available, nor that could be conducted internally by City staff. The City
intends to continue providing funding and staff participation to CPRW as long as it is continues
to serve City’s interests in water quality and watershed protection.
Summary: Mayor Pro Tem Horak requested clarification on the 2015 Water Quality Report
from the June 9 Thursday packet on the statement (p.8) that the City’s “future involvement and
support of the Coalition for the Poudre River Watershed (CPRW) will be determined based upon
program performance.”
This sentence was intended to convey that the City will commit funding support and staff
participation to CPRW as long as it continues to serve City’s interests around water supply and
quality protection, implementation of wildfire risk-reduction strategies and overall enhancement
of watershed resiliency. The statement was not intended to imply there was an example of where
this was not the case or that it was expected to change.
The City maintains an agreement for general services with CPRW, which is reviewed annually.
The evaluation of services considers:
Number and impact of post-fire restoration and wildfire risk-reduction projects implemented,
Cost-effectiveness of restoration,
Development of Poudre Watershed Resilience Plan to establish future protection priorities,
Continued fundraising success; ability to leverage City funding for greater impact, and
Serves complimentary role in community wildfire planning and recovery efforts.
