HomeMy WebLinkAboutMinutes - Mail Packet - 6/7/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - May 31, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 31, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Tuesday, May 31, and the following summarizes the discussions that began at 7:04 a.m. June 7 Regular Meeting A staff report has been added for an update on the strategy concerning fireworks/Independence Day festivities. The Healthy Homes staff report has been moved to July 19. Regarding the authorization for eminent domain as part of the Prospect/College intersection project, Mayor Pro Tem Horak noted that Councilmember Cunniff sent an email with a suggested amendment to the design approved on first reading. To allow staff time to review this alternative, and to ensure all Councilmembers are present when the discussion on second reading of the ordinance occurs, the LPT recommends that Council vote to postpone this item until July 5. Council continues to raise questions about the methodology and locations used to measure the sound readings related to the major amendment to the Gardens on Spring Creek. This agenda item will be placed on the Discussion Agenda and staff has been asked to notify interested stakeholders about the upcoming meeting. The Climate Action Plan Appropriation has been moved to July 21 as staff has more work to do on the ordinance. Six Month Calendar The June 28 Work Session Item Resourcing Police Services in a Growing Community will be discussed with the Finance Committee on June 1. The materials provided focus only on the Patrol Division, so staff is asked to provide context for regarding the impact on the larger Police Services organization. Leadership Planning Team Meeting May 31, 2016 Page 2 of 3 On July 5, two lengthy discussion items are scheduled: 1. The appeal of the 320 Maple Mixed Use PDP; 2. Non-consensual Landmark Designation – Coy Farmstead Woodward Technology Center. The City Attorney will be preparing an ordinance for each of the options considered by the Landmark Preservation Committee. Staff is asked to determine 1) if any other discussion items on July 5 can be moved to the June 21 meeting, and 2) if any unscheduled work session items can be moved to July 12. An Adjourned Meeting has been added to July 26 for Council’s consideration of the formation of the Midtown Business Improvement District. The July 26 Work Session Item I-25 Northern Colorado Improvements will be moved to a session later this fall when more information will be available. Other Discussion Items: Assistant City Manager DiMartino reported: 1. An online feedback form will be live this week for citizens to comment on draft Short Term Rental concepts. 2. With Cable 14 adding an HD channel 881, a rebranding effort is underway called FCTV. 3. A June 17 meeting will be held with a representative from the Federal Railroad Administration (FRA). The FRA is trying to manage the size of the group attending the meeting and has asked for one Council representative and one staff member to attend. Deputy City Manager Mihelich noted the Economic Advisory Commission is focusing on the future growth of Fort Collins. Mayor Troxell will be meeting with the Chair of the Commission to discuss the context and how it fits with their work plan. City Attorney Daggett provided an update on: 1. Possible standards regarding the use of emergency ordinances. The LPT requested that a resolution outlining policy options be brought forward for consideration. 2. Staff will follow up with PFA regarding citizen emails and access to a PFA training facility. City Manager Atteberry discussed the following: 1. Similar to the plaque displayed at Rolland Moore Park, a new plaque will be installed at Lee Martinez Park. Discussion ensued about the need for a comprehensive approach/coordination regarding the local museums, such as the Museo and Global Village. 2. Senator Kefalas and Representative Arndt will be holding a stakeholder meeting to discuss homelessness. 3. In follow-up to the Regional Elected Officials meeting, he and Mayor Troxell will be meeting with Steve Johnson to discuss the County’s role in addressing homelessness. 4. He met with County Manager Linda Hoffman to discuss the north College pedestrian gap and the funding for this project. Leadership Planning Team Meeting May 31, 2016 Page 3 of 3 Mayor Pro Tem Horak commented on the following items: 1. Underpass at Elizabeth. As this project unfolds, staff is asked to ensure that the appropriate review process is conducted, and that ownership and long term operations and maintenance are clearly delineated. 2. Letter from Foothills Gateway. A February 29, 2016 to the City Council was included in the Thursday packet. Questions were raised about the process, both regarding the time delay, and the response being authored by staff rather than the Mayor. 3. Eminent Domain. Additional information is requested regarding the process used by other municipalities in eminent domain actions. 4. Strategic Plan. This Plan, similar to other plans in the City, should be adopted by Council every two years. Staff is asked to place this item on a future agenda for City Council’s consideration. Mayor Troxell thanked staff for the memo on the West Nile Virus (WNV) Program Updates. He read an article published in the Penn State newspaper about the Zika Virus, and suggested a holistic approach to mosquito-borne illnesses and infectious diseases. As Board members to PRPA, Mayor Troxell and Mayor Pro Tem Horak expressed concern about the process used to appoint the new PRPA General Manager. The meeting adjourned at 8:35 a.m.
