HomeMy WebLinkAboutMinutes - Read Before Packet - 5/24/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - May 23, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 23, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, Graduate Management Assistant Tyler Marr, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, May 23, and the following summarizes the discussions that began at 7:35 a.m. May 24 Adjourned Meeting City Council will consider a motion to adjourn to Executive Session for the purpose of conducting the mid-year evaluations of the Municipal Judge, City Attorney, and City Manager. May 31 Workshop A regional water collaboration workshop is being held with Council and other water providers in the Growth Management Area (GMA) will be held at the Lincoln Center. Discussion will center on creating a collaborative structure for providing water to residents and businesses. June 7 Regular Meeting The LPT reviewed the draft agenda for the June 7 meeting. For the Discussion Item concerning redistricting, staff is asked to include a timeline or graphic that shows the years when impacted citizens (those who live in precincts being moved) voted. Some impacted voters wait six years to vote in the next election; others have voted two elections in a row. Mayor Pro Tem Horak sent an email stating that other jurisdictions contact property owners and negotiate prior to eminent domain proceeding. In a future Thursday packet memo, staff is asked to describe the process used in Fort Collins and note the difference between actions involving Federal regulations. What is the timeline that must be followed in eminent domain actions? Council will consider an ordinance that appropriates funds for three initiatives related to the Climate Action Plan. In the Executive Summary and the Six Month Calendar, staff is asked to list the initiatives. Six Month Calendar The order of items for the June 14 Work Session will be: 1. Downtown Parking Community Dialogue; 2. Income Qualified Rate; Leadership Planning Team Meeting May 23, 2016 Page 2 of 4 3. Council Appeal Process Amendments. The appeal of the 320 Maple Mixed Use PDP will be held on July 5. After the appeal, Council will consider the non-consensual landmark designation of the Coy Farmstead at the Woodward campus. The LPT requested a resolution be brought forward in June that specifies if the designation process is quasi-judicial and what rules of procedure must be followed (for example, can Councilmembers discuss the designation with citizens, or do rules around ex parte communications prohibit such discussions?). Other Discussion Items: Graduate Management Assistant Tyler Marr reported he is on the High Performing Government (HPG) Budgeting for Outcomes (BFO) team. Deputy City Manager Mihelich noted: 1. Staff is working on a written response to questions raised during Citizen Participation last week regarding Romero Park and the overall park plan for the BAVA neighborhood. 2. Also at last week’s Council meeting during the discussion on the Gardens on Spring Creek, it was asked if a playground is planned for Lilac Park. Currently there is no plan for a playground at Lilac Park; staff is happy to explore this further with the neighbors if directed by Council. 3. Staff from recreation, parks, and forestry surveyed the beaver activity along the Poudre River, specifically reviewing the damage caused to certain trees. There are clearly some trees that should be painted to deter beavers from chewing on them. Staff will provide more information in a memo, and plan to continue observing the area to determine if additional intervention is needed, but no specific policy will be developed. 4. Staff will be meeting with the Commission on Disability and the Parking Advisory Board to discuss parking around the Northern Hotel. A downtown business has expressed concern that residents of the Northern Hotel are parking their vehicles with handicapped placards indefinitely in non-handicapped parking spaces. 5. A code amendment will be forthcoming that defines imminent danger. City Attorney Daggett provided an update on: 1. The City Attorney’s office is being remodeled. 2. She has hired a 2nd year law intern for the summer. City Manager Atteberry discussed the following: 1. The underpass at Elizabeth has proven to be more of a challenge than originally anticipated. As this project unfolds, staff is asked to consider the City’s role in context with the role of CSURF and CSU. For example, will the City maintain this structure in the future? Will the project undergo a development review process? 2. Councilmembers Campana and Martinez have met with Carolynn White to discuss digital signs in Fort Collins. 3. A broader list of recommended board members for the Midtown BID has been created in response to Councilmember Martinez’ concern about the lack of diversity on the recommended board. Leadership Planning Team Meeting May 23, 2016 Page 3 of 4 4. Mayor Pro Tem Horak noted concern was expressed about turkey vultures roosting in a tree on South Grant. It was requested that staff reach out to experts with the State and CSU for possible solutions. 5. The request for a museum exhibit on ozone is gaining some traction. 6. Police Services is investigating an alleged misuse of City forms by a person who is misrepresenting themselves as a City employee for the purpose of collecting payments for services related to building and zoning activities. Mayor Pro Tem Horak commented on the following items: 1. Dateline Story. The City of Fort Collins Police Services appeared on Dateline due to their involvement in investigating an alleged murder/suicide in Evans. 2. Windy Gap. He requested a conversation with staff to discuss Fort Collins’ options regarding this resource. City Manager Atteberry will have a staff member set up a meeting with Mayor Pro Tem Horak. 3. Community Recycling Ordinance. Mayor Troxell and Councilmember Cunniff have been invited to attend today’s meeting with trash/recycling collection companies to discuss the topic. 4. Electronic Document Services – Building and Development Review. It was suggested that, if the City Manager recommends funding this effort mid-cycle, an ordinance should be brought forward for Council’s consideration. City Manager Atteberry stated staff will present such an ordinance at an upcoming Council meeting. 5. Access Fort Collins Case Summary. In addition to showing the requests by Service Area, can the data be shown by Outcome Area as well? 6. Scooters in Downtown/Mall. Similar to how grocery stores provide electronic carts for customer use, can the City provide scooters for citizen use in downtown or at the mall? 7. Airport Presentation. The MPO will provide a presentation on the Regional Airport and the Greeley Airport. 8. Telephone Town Halls. CDOT has reported great success in using this technology. Has the City ever considered this tool? Staff is asked to reach out to CDOT to learn more and indicate if this is something the City will try. Mayor Troxell noted: 1. Feedback on the Law Enforcement Training Facility. City Manager Atteberry stated staff is awaiting Loveland’s response to a request to reopen the discussion to partner with Loveland for a joint facility. 2. CDBG Funding. Due to new Federal requirements, it was reported that the Town of Castle Rock is no longer accepting CDBG monies. Are there new requirements the City of Fort Collins should be aware of, to include grants from the Federal Transit Administration (FTA)? 3. NCEA Meeting. Mayor Troxell attended the NCEA meeting, where a regional discussion on broadband was held. 4. Comcast Announcement. Comcast has announced the addition of 600 new jobs in the region. This does not change Fort Collins’ efforts to continue exploring opportunities for broadband service. 5. Governor’s Visit. Governor Hickenlooper was in Fort Collins to sign the water leasing provision. 6. Tri City Water Meeting. He and Mayor Pro Tem Horak attended the annual meeting. Fort Collins will host next year’s meeting. Leadership Planning Team Meeting May 23, 2016 Page 4 of 4 7. Charging Station. The vendor who installed the vehicle charging station is indicating one of them has been taken down; staff will investigate this further. 8. Regional Airport Commission Meeting. Discussions are occurring around land use, areas of influence around the airport, and the difference between land use processes in Fort Collins and Loveland. 9. Lincoln Center Programming. The Lincoln Center has announced the program for the upcoming season and is looking at partnerships with the University Center for the Arts and CSU for cultural events. The meeting adjourned at 9:19 a.m.
