HomeMy WebLinkAboutMinutes - Read Before Packet - 5/10/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - May 9, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 9, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, May 9, and the following summarizes the discussions that began at 7:33 a.m. May 10 URA Meeting/Work Session A Special Meeting has been called for tomorrow night for Council to consider going into Executive Session for the purpose of legal advice related to the Prospect Road and College Avenue Intersection Improvements Project. This Special Meeting will be held after the URA Meeting (which begins at 6:00 p.m.). No items have been removed from the Work Session agenda to accommodate the Special Meeting and the LPT noted the intent is to cover all items scheduled, which include I-25/392 CAC IGA Amendments, Poudre Fire Authority Annual Review, and Light & Power update. May 17 Regular Meeting At the beginning of the meeting, the Mayor will recognize the CityWorks graduates. Council will have dinner with the graduates prior to the meeting. Also attending the meeting will be graduates of the Family Leadership Training Institute (FLTI). A memo was included in the Thursday packet regarding an alternative option for the College and Prospect intersection improvements. For the Read-before packet, staff is asked to include a breakdown of the costs included in the $1.3M estimate for this alternative. Please provide a table that compares/contrasts the options from a safety perspective, and include an update about the plans for east Prospect. The City Council review of the Gardens on Spring Creek major amendment will be held in the same manner as other legislative actions as follows: 1. Staff report. 2. Citizen input. 3. Council deliberation and action. City Clerk Winkelmann reported that the stakeholders involved in this item were informed via email of the upcoming discussion on May 17. Leadership Planning Team Meeting May 9, 2016 Page 2 of 3 Council will consider second reading of the redistricting ordinance. In the agenda materials, staff is asked to describe how the four map options were developed (what is the algorithm used?) and list the criteria used. What considerations are given to options that require precincts to be moved from one district to another? Under Other Business, Council will consider adjourned the meeting to May 24 in order to conduct the mid-year evaluations of the City Manager, City Attorney, and Municipal Judge. Six Month Calendar Staff is asked to calendar 1) the next update regarding the Climate Action Plan (CAP) and 2) noise monitoring at special events. Two staff reports will be held on June 7: Healthy Homes/Indoor Air Quality Programs, and Special Events. Prior to the Work Session presentation, staff is asked to ensure the Dark Sky Initiative (July 26) and Review of Land Bank Program (October 25) have been discussed with the appropriate boards and commissions. Other Discussion Items: Assistant City Manager DiMartino reported a memo will be forthcoming from the West Nile Virus (WNV) technical advisory committee. Staff is recommending that, because the City’s procedures regarding WNV mitigation are firmly established, meeting every other year is sufficient. Staff is currently vetting this with the committee. Ms. DiMartino stated a new recruitment effort will begin for the Chief Human Resources Officer. City Attorney Daggett stated staff is working on a resolution that would identify key negotiating objectives regarding the options for NISP. LPT reiterated the request for staff to provide an initial reaction to Northern’s revised proposal. City Manager Atteberry discussed the following: 1. The regional meeting with Mayors, Mayors Pro Tem, and City Managers will be held on Wednesday. 2. Mayor Pro Tem Horak has been inquiring into the City’s authority to use fluoride in the water. It was noted that the ballot language that passed in 1967 gave Council the authority to fluoridate. The EPA prescribes standards for fluoridation. 3. Many construction projects are underway and staff will provide an update at an upcoming Council meeting. Staff is asked to see if information regarding construction delays can be provided and fed directly to vehicle GPS systems or other map applications. 4. Information regarding Senate Bill 16-210 (SB 16-210) Fix Colorado Roads Act will be provided in the Thursday packet. Leadership Planning Team Meeting May 9, 2016 Page 3 of 3 Mayor Pro Tem Horak commented on the following items: 1. SB 16-210. This bill has passed the Senate on third reading and has now gone to the House for consideration. 2. Chamber Local Legislative Affairs Committee (LLAC). It was suggested that, when staff presents at this group, a member of the ELT or a Councilmember is also in attendance so that high level policy/finance questions can be addressed. 3. Homeless Population in Larimer County Jail. Appreciated the information included in the Thursday packet memo. It was pointed out that the jail would not accept people with only a minor misdemeanor camping violation. 4. Windy Gap. Staff is asked to consider if these shares (held and not used by PRPA) would be an option for Fort Collins. Please respond in a memo for a future Thursday packet. 5. Colorado Care memo. Please ensure interested stakeholders receive a copy of the memo. 6. Dust Prevention and Control. Staff is asked to watch out for unintended consequences of the newly-adopted Dust Control Manual (such as an increase in water usage in certain commercial activities like cleaning parking garages). 7. PRPA Annual Report. It was requested that each Councilmember receive a copy of the bound report. 8. Climate Action Plan (CAP) messaging. When presenting information regarding the CAP, it was suggested that staff focus first on the benefits and ROI of implementing the program. When presentations start with the costs of implementation, participants may tune out the rest of the information provided. 9. Downtown Parking Recommendation. A memo was included in the Thursday packet that outlined the Transportation Board’s recommendation regarding downtown parking. It was requested that this memo be included in the agenda materials when Council discusses this item at the June 14 Work Session. Staff is also asked to summarize the recommendations received from the DDA and Parking Commission. Mayor Troxell commented on: 1. Police Training Facility. He and City Manager Atteberry met with their counterparts in Loveland to discuss the facility. A letter from the Mayor will be provided to Loveland City Council to ask for their consideration of the next steps in joint facility. 2. Emails from citizens regarding asphalt plant. Deputy City Manager Mihelich reported Martin Marietta is meeting all the terms in the MOU. It was requested that the last site report be provided to the CAAT. 3. Digital signs. Mayor Troxell has received a meeting request from Attorney Carolynn White to discuss digital signs. 4. Halligan Supply Update Memo. Thanks to staff for the update. 5. Homeless Population in Larimer County Jail. Kudos to staff for this information. The meeting adjourned at 9:20 a.m.
