HomeMy WebLinkAboutMinutes - Read Before Packet - 5/3/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - May 2, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 2, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, City Clerk Wanda Winkelmann, and Agenda Coordinator Sara Gonzales met on Monday, May 2, and the following summarizes the discussions that began at 11:03 a.m. May 3 Regular Council Meeting A proclamation honoring Cinco de Mayo festivities will be included as a “walk-on” item during Proclamations and Presentations at 5:30 p.m. Questions were raised about several items on the Consent Agenda: 1. Bicycle Parking Facility at DTC (#6). Why does APP apply to this project? What rules for APP require funds to be set aside from the local match? Is that consistent application of APP policy compared to other projects using grant funds? Why is APP based on $52,000 when the trigger for APP is $250,000? Please provide this information in a memo for the Read-before packet. 2. Mulberry/Myrtle/Riverside Storm Sewer Project #8). Will this project improve the infrastructure in alleys at this location? The alleys have very large potholes that need to be fixed. Please provide a response in the Read-before packet. Two additional staff reports will be given: the first will be on today’s Supreme Court decision in the Fort Collins COGA case, and the second is a report on body worn camera video evidence issues. Mayor Pro Tem Horak noted staff did not provide a recommendation on the redistricting options (Discussion Item #14). For future redistricting actions, it is requested that staff provide a recommendation. City Attorney Daggett stated the agenda reflects the protest of proposed redistricting options that will be considered during this discussion. For Discussion Item #15 related to Dust Control, it is requested that staff provide new slides of graphs that depict the information listed in the two tables on packet page 240 – 2015 Permits – Residential, Commercial, Demolition). Please discuss these graphs in the presentation. May 10 URA Meeting/Work Session A URA meeting is scheduled to begin at 6:00 p.m. for the consideration of the remaining Capstone Project obligations ($636K reimbursement). In the AIS, staff is asked to include a background of this Leadership Planning Team Meeting May 2, 2016 Page 2 of 4 project so new Councilmembers and the public will understand the project’s history. Please provide an overview of past issues with this project (storm drainage, parking, recent court decision, etc.). What is the current status of this project and its impacts? The order of topics for the Work Session will be: 1. I-25/392 CAC IGA Amendments. Please include the staff recommendation on each proposed amendment. 2. Poudre Fire Authority Annual Review. 3. Light & Power update Six Month Calendar For the May 17 meeting, it was requested that the Healthy Homes staff report be moved to either June 7 or June 21 (due to the anticipated length of the May 17 meeting). The Gardens on Spring Creek review (also on May 17) will be conducted in the same manner as other discussion items – staff presentation, public comment, and Council discussion and decision. Staff has been asked to inform the stakeholders of the upcoming discussion. Other Discussion Items: City Clerk Winkelmann stated the Governor has signed HB 1070, the municipal mail ballot signature verification bill. This means that the Election Code Committee (Councilmembers Cunniff, Overbeck, and Stephens) will convene to discuss options for Fort Collins. Additionally, the LPT has requested that this Committee review possible solutions to help address concerns raised by Ward Luthi’s election complaint regarding committee expenditures. A meeting will be scheduled for June. Assistant City Manager DiMartino noted staff has been contacted by Channel 7 News to comment on the Supreme Court’s decision regarding the COGA case. Deputy City Manager Mihelich reported: 1. As noted last week, Clint Skutchan, Executive Director for the Board of Realtors, is suggesting a conversation about affordable housing be held. Sue Beck-Ferkiss, Social Sustainability Specialist, will take the lead on this effort. Mayor Pro Tem Horak spoke with Housing Authority Director Julie Brewen about the possibility of a regional conversation, and it was suggested that the Urban Land Institute serve as a convener of stakeholders invested in this topic. 2. The bulleted list regarding the City’s involvement in efforts to address homelessness will be turned into an “info graphic” and will be available Tuesday night soon for distribution. City Attorney Daggett stated her office has been asked to comment on the metro district financing issue. Staff will attempt to convene the LRC tomorrow to discuss this issue. It was noted that the LRC took a formal position on the red light camera bill and the Mayor will send a letter to the Governor, requesting that the bill be vetoed. City Manager Atteberry discussed the following: 1. Water fees associated with sprinklers. Councilmember Campana expressed concern about the process of tap fees being charged for domestic water use and fire suppression (because the tap Leadership Planning Team Meeting May 2, 2016 Page 3 of 4 for fire suppression is static). A memo will be forthcoming from Utilities Executive Director Kevin Gertig to the Water Board regarding this issue, with a staff recommendation of Council considering an ordinance to amend the rates. 2. November ballot issues. In early summer, the Finance Committee and LRC will review the four ballot issues (cultural district, mental health, Colorado Care, and PSD). 3. Pending case. Councilmembers may be receiving a letter from Walsh Construction/Engineering regarding a pending lawsuit. 4. Proclamation for Lee Martinez Park. It was requested that Lee Martinez be acknowledged in the same way at Lee Martinez Park as the visual display recognizing Rolland Moore at Rolland Moore Park. 5. Men’s Overflow Shelter. He will be discussing the proposal to spend $40K for additional shelter beds. It was suggested this amount could be included in a future BFO offer, or a funding request could be made to Larimer County. Mayor Pro Tem Horak commented on the following items: 1. North Poudre governance structure. It was requested that staff provide a plan and timeline for steps that need to occur before next year, including review of the Articles of Incorporation. 2. Update on NISP. It was requested that staff provide an update on the status of NISP, including initial reactions to the new proposal and an overview of next process steps (e.g. Work Session, Exec Session, etc.); how often will Council be updated? 3. Handicap parking in downtown. A citizen has emailed Council with concerns about vehicles with handicap parking permits being allowed to park downtown without any time restrictions. It was suggested that staff work with the Housing Authority on this issue to determine if more spaces are needed in the parking garage. How have other U.S. cities addressed this issue? 4. Open lands funds. Did the Council take a formal action to designate these funds only to the natural areas? There is a desire to look at overarching needs in both parks and natural areas. 5. Tree and Beaver Management (April 28 Thursday packet memo). Staff is asked to address the original inquiry (consider the visual and recreational impacts of trees in natural areas) and determine if a standard can be created to protect all trees in natural areas (not just native trees). 6. Martin Marietta Site Visit. For future updates, please include a “cc” in the memo so that Council is aware the memo was sent to citizen stakeholders. 7. Boxelder Basin Regional Stormwater Authority (BBRSA). Mayor Pro Tem Horak was named as Chair of this authority. 8. Internet Access. At last week’s Work Session, it was stated that 99% of Fort Collins households have access to the internet. Staff is asked to verify this assertion. 9. Homeless Winter Overflow Options. For future memos, staff is asked to use graphics (rather than text) to illustrate the reported numbers. This will make the reports easier to understand. 10. Ozone/Regional Air Quality. Efforts are being discussed to ensure citizens are “ozone aware” and that we are leveraging the work of the Regional Air Quality Council. This could be done through messaging on Transfort buses, or a future BFO offer could be considered. Mayor Troxell attended the following: 1. Art of Belonging conversation held last week. 2. Citizen Kevin Cross requested accessible information regarding the pricing of coal, gas, etc. so that it can be verified. 4. Northern Colorado Airport Commission meeting. A discussion was held regarding the name of the airport. 5. Villages on Plum service learning project (mini library). The Fort Collins Housing Authority has done a great job with this project. 6. Climate Wise/Innvirovation activity last week. This was a creative, enjoyable event. Mayor Troxell is involved in conversations regarding museums in Fort Collins and noted the value of a holistic approach to documenting local Hispanic heritage. The meeting adjourned at 1:08 p.m.
