Domain Proceedings
Authorizing the use of eminent domain, if deemed necessary, to acquire
property interests needed to construct improvements to the intersection
of Prospect Road and College Avenue. This authorization is only for
two residential properties located on the west side of the Prospect Road
and Remington Street intersection. Authorization has previously been
approved for an additional 6 commercial properties.

Council Appeal Process amendments Review of the background and options for improving the Council appeal
process
Downtown Parking Community Dialog The Downtown Parking Community Dialogue is the Downtown Plan’s
community engagement effort for the topic of parking. This effort was
requested by City Council in response to a 2014-15 budget offer to pilot
on-street paid parking. Staff will be presenting recommendations to
improve current and future parking conditions in downtown. The
Parking Advisory Board has not yet made a recommendation but it will
be included as part of the agenda materials.
Income Qualified Rate (IQR) Provide City Council with a proposed discounted rate structure for low-
income households for electric, water and wastewater services.

Community Recycling Ordinance Discussion of the Community Recycling Ordinance, which would update
the price differential between trash can sizes and add curbside organics
collection for residents of single-family homes, bundle recycling with
trash service for businesses and multi-family complexes, and require
subscription to food scraps collection for restaurants and grocers.
Wildlife Management Guidelines Review Review Natural Area Department’s “Wildlife Management Guidelines”
that were last reviewed by City Council in 2008. While the Guidelines
pertain to wildlife on City-owned natural areas, the review will be
oriented in particular to prairie dog management.
Resourcing Police Services in a Growing Community To update Council on data driven methodologies for determining and
addressing the needs for police services in a growing community.

Amendments to the Camping Ordinance Amend City Code relating to camping on public property.
New Downtown Hotel Parking Structure Financing (4Q 2016 or 1Q 2017) City Council adopted a resolution in 2015 instructing the City Manager to execute
a Construction and Purchase agreement to construct a parking structure in
partnership with the proposed Downtown Hotel project. This ordinance will
approve as to form various documents and authorize certain City officials to
execute those documents in order to acquire the City’s portion of the parking
structure. There will also be a separate ordinance to appropriate budget for the
purchase and related financing costs. (Construction project timeline has been
moved back 6 months)

Fort Collins Elected Officials are going to reach out to Timnath’s Elected
Officials to see if they can get this moving.
Water Tap Fees/Districts. City Council would like to explore options for addressing the impacts of
increasing water development fees on affordable housing in areas of the
GMA served by the Water Districts. In addition, the Council is interested in
exploring long-term options for water supply planning within the GMA.

Police substation in Campus West. The purpose of this initiative is to increase police presence in the campus
west area through the deployment of a police substation. The substation will
eventually increase services to the citizen offered by the police as well as
form a decentralized location for police response to the public safety needs

Community Policing Approach – increase
bike patrol as duty.
Ongoing
The purpose of this initiative is to increase community engagement through
the increased use of bicycle patrols in the patrol division. Council Work
Session held, October 13, 2015.
Next Steps:
Discuss the option of Social Sustainability
as a Key Outcome Area.
To discuss whether or not the creation of Social Sustainability as an eighth
outcome area will provide greater focus and emphasis on the issues of social
sustainability.
Next Steps: The Core Strategic Planning team will address this question in
early December and frame a recommendation back to council by the end of
December.
Housing Affordability – middle income
issues and affordable housing for low
income/homeless.
Consideration of 2015-2019 Affordable Housing Strategic Plan (AHSP) is
scheduled for October 6. The purpose is to implement the Strategic Plan to
achieve identified outcomes of increasing affordable housing units,
preserving existing affordable housing, and providing additional options
across the housing continuum.
Next Steps: Plan adopted October 6, 2015.
The AHSP planned for a regional conversation on housing affordability. The
City is hosting this together with the Fort Collins Board of Realtors on
February 26, 2016. The hope is that this kick off will be the first of several
such dialogues.
Land Bank Update – City issued a Request for Proposals for a development
team to work with to develop affordable housing on the Horsetooth 8 acre
parcel. The Fort Collins Housing Authority was chosen as the developer.
Project details are in the negotiation stage.
Air quality enforcement Fugitive Dust Prevention and Control Code Amendments and Dust Control
Manual adoption scheduled for April 5, 2016. Work session scheduled for
February 9, 2016.
Sales Tax Recapture Initiative.
Phase I – assess potential property around the FC GMA that could be
included in a Sales Tax Sharing IGA and develop potential strategies to
support neighbors agreeing to a sharing arrangement – review with CFC Oct

Waste to Energy – landfill, increase
recycling.
Explore waste-to-energy concepts, landfill options, and recycling issues via a
round table discussion organized in partnership with Larimer County on
October 14 (2 Council members will represent Fort Collins). Options related
to landfill diversion and recycling were presented at the October 13 work
session. Expansion of anaerobic digester at Drake Waste Reclamation
Facility is included in mid-cycle budget request.

Engage CSU in a discussion on the use of Hughes Stadium. Suggest a
community conversation with Larimer County, CSU, City of Fort Collins
and area residents regarding the future use of the Hughes Stadium Property.
City Foundation to fund things outside the
norm of the General Fund.
Establish a committee to lead community engagement and fund raising
efforts to support special initiatives not funded through available General
Fund sources. Partner with the Community Foundation to provide the back
office fiduciary agent support and controls.
Open Data Policy. City will brand and launch OpenCity, an open data initiative which will
include a proclamation supporting improved citizen access to information,
the development of an Open Data Policy, and ultimately the creation of an
open data portal. Proclamation scheduled March 15, 2016

Innovation community. The innovation ecosystem is undergoing change in Fort Collins with the
introduction of Galvanize & ongoing success of CSU and the Innosphere.
The EHO team will complete an assessment of the current innovation
ecosystem in Fort Collins. The assessment will identify strengths & gaps and
in turn may provide the basis for new programs, partnerships, or investment.
