RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, Assistant City Manager Kelly DiMartino, Deputy City Attorney John Duval, and City Clerk
Wanda Winkelmann met on Monday, April 18, and the following summarizes the discussions that began
at 7:32 a.m.
April 19 Regular Council Meeting
City Manager Atteberry will be providing a brief overview on the City of Fort Collins efforts and
partnerships to reduce homelessness in the community. This will occur under City Manager Agenda
Review. A handout outlining the efforts will be included in the read-before packet and copies will be
available in the lobby.
Police Chief Hutto will provide a response to a citizen allegation lodged at the April 5 Council meeting.
Due to a conflict of interest, Councilmember Campana will recuse himself from Discussion Agenda Item
#11 regarding the construction project connecting Sharp Point/Nancy Gray.
Only the commercial properties are included in the eminent domain authorization for the
Prospect/College intersection project (Discussion Item #12). A separate ordinance will be brought
forward in May to address the residential properties. City Manager Atteberry stated staff is meeting
with property owners this week to discuss options.
Councilmember Martinez sent an email regarding research on social host laws (Discussion Item #13
Social Host Civil Citation). Staff is asked to review the information and be prepared to respond to
questions.
Council will consider an ordinance to amend the district-precinct map (Discussion Item #15). City Clerk
Winkelmann stated that protests of the redistricting ordinance are due by noon today.
Six Month Planning Calendar
The order of items for the April 26 Work Session will be:
1. Broadband Strategic Plan.
2. Mountain Vista Plan Area Update.

3. Refreshing our Parks. In the AIS, staff is asked to focus on the desired outcomes versus funding
mechanisms.
As part of an overall process improvement, staff is asked to review big trends and desired outcomes
during off-year budget cycles. Identified needs from these strategic discussions and plans can then be
discussed during the BFO cycle.
In conjunction with Public Service Recognition Week, employee recognition will be held at 6:00 p.m. at
the Regular Meeting on May 3.
A review of the Town of Windsor’s amendments to the IGA regarding the I-25/392 Corridor Activity
Center will occur at the May 10 Work Session.
A Work Session will be held on June 28 for Resourcing Police Services in a Growing Community. Staff is
asked to enfold geographic and density-based data into the discussion. This item will be reviewed by
the Finance Committee prior to the Work Session.
Staff is asked to show a short video clip of the traffic operations center as part of the staff presentation
at the August 9 Work Session (Managing Traffic Congestion in Fort Collins).
Other Discussion Items:
City Clerk Winkelmann reported the “Me + 3” petitions are due Friday, April 22.
Assistant City Manager DiMartino stated:
1. At the request of Mayor Troxell, staff has reached out to Wellness Experience to discuss a
community yoga event.
2. Starting in May, staff will be launching monthly podcasts as part of CPIO’s public engagement
efforts.
City Manager Atteberry reported:
1. Today is National Lineman Appreciation Day, a day to honor and celebrate the hard work of
electrical lineworkers.
2. Staff is reviewing the options to advertise Council listening sessions online. More to come on
this.
3. No additional response will be sent as a follow-up to the letter received from DU regarding the
alleged criminalization of homelessness in Fort Collins.
4. Councilmember Martinez is talking with the representatives of the Midtown BID effort about
the proposed makeup of the board.
5. In his 1:1’s with Councilmembers, he will be asking for topics for the next City-CSU liaison
meeting. Mayor Troxell suggested a conversation about museums, honoring Hispanic heritage,
and complementary efforts on campus.
6. Campaign committee members for the mental health facility ballot measure will be contacting
Councilmembers to request support for their effort. The County Commissioners will decide in
late summer if this item is placed on the November ballot.
7. Community pools will be added to the agenda for the next City-PSD liaison meeting.

8. Along with Mayor Troxell, Mayor Pro Tem Horak, and City staff, City Manager Atteberry
attended a meeting at CML on shared economy. CML is working on a volunteer agreement with
Airbnb to discuss collection of taxes (and Airbnb has hired a sales tax expert to explore this
further). Staff is asked to provide copies of the materials received at the meeting.
Mayor Pro Tem Horak commented on the following items from the April 14 Thursday packet:
1. City Manager’s Report/North College Pedestrian Gap. It was suggested that staff could work
with Larimer County to address the lack of funding to construct improvements on both sides of
the road.
2. Safe Routes to Everywhere Prioritization. The memo provided in last Thursday’s memo did not
articulate the impact of the model change. What is the current status of this effort? Were
citizen concerns addressed? What is the effect of the Sidewalk Prioritization Model used? It
was noted that the intersection of Vine and Lemay rated low in the pedestrian priority ratings.
3. Summary of Development Review Survey Results. Is systematic surveying done every time a
development is complete? What are we planning to do with the results?
Mayor Pro Tem Horak:
1. Stated emails have been received about the City’s development review process. City Manager
Atteberry noted these emails will be addressed in a SAR.
2. Requested staff’s involvement to ensure train horn noise is discussed at the upcoming CML and
NLC conferences.
3. The MPO is meeting this week and will draft a response to the railroad.
Mayor Troxell:
1. Reported Senator Gardner talked on the floor this week about the proposed virtual air tower at
the Fort Collins-Loveland airport.
2. Appreciated the memo from Vic Smith, Chair of the Human Relations Commission, which
thanked the City for highlighting inclusivity in the State of the City address.
3. Gave kudos to staff for providing the memo regarding additional aquatic lap lanes at EPIC.
4. Noted the Open House that will be held tomorrow about the relocation of prairie dogs to Cathy
Fromme Natural Area.
