HomeMy WebLinkAboutMinutes - Read Before Packet - 4/12/2016 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting - April 11, 2016City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 11, 2016 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, April 11, and the following summarizes the discussions that began at 7:36 a.m. April 12 Work Session This first item being discussed at the Work Session is the Prospect Road/College Avenue design concepts. City Manager Atteberry reported Councilmember Overbeck emailed questions that address traffic, a request for a street map, and traffic calming measures. Also, to make it easier to review and consider the options, it was requested one drawing be provided that includes the two intersection options. When will a traffic calming plan be developed (since this project will be built in 2017)? When will neighborhood input be sought? Regarding the second Work Session item on Neighborhood Connections, Deputy City Manager Mihelich explained that the purpose of this item is to enhance communication by providing connectivity between individual neighborhoods and the City. As co-creators, neighborhoods will define their own boundaries. Staff is seeking Council feedback regarding Waste Optimization and Materials Management (third Work Session topic). This item will explore waste-to-energy, the diversion of organics, and the collaboration that has occurred in the region. April 19 Regular Meeting Additional data and analysis was requested by Council regarding Dust Prevention and Control; therefore, staff is requesting postponement of second reading to May 3. Council will be considering an appropriation of $410K for the remodeling of the lobby at EPIC. Mayor Troxell reported a citizen asked him if consideration has been given to adding 25 swim lanes on the west side of EPIC; staff is asked to respond to this suggestion in a future Thursday packet memo. Regarding the construction of a bicycle parking facility at the Downtown Transit Center, staff is asked to address (in the AIS) if long board parking will be included in this new facility. Leadership Planning Team Meeting April 11, 2016 Page 2 of 3 Six Month Planning Calendar A staff report on the City/DDA tour of the Salvation Army Denver Homeless Service Facilities has been added to May 3. A June 28 Work Session will be held on the topic of Police Services Resources. City Manager Atteberry stated this discussion will explore the long term needs for Fort Collins, considering the anticipated population growth over the next 20 years, the addition of the Campus West substation, etc. For a future Thursday packet memo, staff is asked to address if BFO offers will be submitted to implement the West Elizabeth Enhanced Travel Corridor Plan (July 19 Regular Meeting). Other Discussion Items: Deputy City Manager Mihelich noted staff will attend the Town of Windsor’s meeting tonight where they will discuss the I-25/392 Corridor Activity Center (CAC). Staff will conduct an analysis of the IGA adopted by Windsor and provide a memo for the Thursday packet. As noted last week, City Attorney Daggett will be in Washington D.C. for a conference. City Manager Atteberry stated: 1. Copies of a one-page report on efforts taken to address homelessness in Fort Collins will be available in the lobby on Tuesday evenings and the LPT suggested that a symposium be held to provide similar information to the community. Staff will also develop other proactive communication strategies. During the April 19 City Manager Review of the Agenda, he will describe why overnight camping is not allowed in Natural Areas and public spaces. 2. He attended the Homeless Connect event on Friday. 3. The Planning and Zoning Board approved the major modification of the Gardens on Spring Creek. Mr. Atteberry will send an email to Council outlining the next steps if a Councilmember requests a review of the decision. 4. The retreat report was included in the Thursday packet. In his 1:1’s with Councilmembers, City Manager Atteberry will be asking for feedback on the retreat (content, facilitation, etc.). 5. Mayor Pro Tem Horak and City Manager Atteberry participated in an ongoing conversation about a regional Mayors/Mayors Pro Tem/City Managers meeting. More details with an invitation to a regional collaboration event on May 11 will be forthcoming. Mayor Pro Tem Horak commented on the following: 1. Natural Areas Update (included in the April 7 packet): Staff is asked to provide an update on community separators. 2. Petition Efforts Regarding U+2: Can the petition be withdrawn if an amended ordinance addressing U+2 was proposed/adopted that satisfied petition representatives? 3. Train Horn Noise: Staff is asked to provide an update and coordinate with CML and NLC to have this topic discussed at upcoming conferences. 4. Midtown BID. A level of assurance regarding the proposed board members was requested of Council. Staff will pursue this further to see how this can be obtained. Copies of CDOT’s Project Status Update, MPO’s publication On the Move, and a memo regarding Fix Colorado Roads Act (in which a bill has been introduced) will be provided in the Thursday packet. 6. Conversation with Timnath. Mayor Pro Tem Horak will be visiting with Timnath to discuss the Fast Lane and Tiger Grant applications. Mayor Troxell: 1. Will be meeting with staff to discuss the agenda for the upcoming Airport Commission meeting. 2. Attended Realities for Children event on Saturday. 3. Information regarding his recent travels to Lexington, Kentucky will be provided in the Thursday packet. The meeting adjourned at 9:26 a.m.
